    Abstract: Vietnam is at a critical juncture in its energy transition. While robust economic growth drives electricity demand, sustainability concerns necessitate a shift to renewable sources. International cooperation can provide vital support through knowledge, technology and finance. However, funding proposals like the Just Energy Transition Partnership (JETP) require balanced evaluation. Transition policies must also incorporate multifaceted notions of justice and adaptively blend planning with market forces. Seizing opportunities while overcoming hurdles demands policy innovation, stakeholder inclusion and evidence-based analysis. With creativity, pragmatism and social responsibility, Vietnam can pioneer an equitable transition that meets development needs cost-effectively. I present an integrated perspective across technical, financial, political and social dimensions, and welcome expert input on charting an optimal pathway during this pivotal moment.

    Abstract: This paper aims to describe Indonesia's maritime policy (KKI) and its implications for the development of the maritime economy in Indonesia. The method used in this paper is The method used in this research is descriptive qualitative by describing the facts available to then analyze and the data collected, Data collection techniques will be used data collection using secondary materials both theoretical and empirical in nature about the object of study which is obtained through library research. This paper reveals that Indonesia's Maritime Policy has been contained in Presidential Regulation Number 16 of 2017 concerning Indonesian Maritime Policy, which includes (1) marine resource management and human resource development; (2) marine security, law enforcement and safety at sea; (3) marine governance and institutions; (4) improving the economy and infrastructure of the marine sector and improving welfare; (5) management of marine space and protection of the marine environment; (6) maritime culture; and (7) maritime diplomacy. The KKI has implications for the development of Indonesia's maritime economy, including; Increased fisheries sector, Increased tourism and marine tourism sector, Increased aquaculture and aquaculture sector, Increased maritime connectivity and transportation, Increased Maritime Industry Investment, Education and Training, Regional and International Collaboration and Increased Local Community Involvement.

    Abstract: Over the past 2 decades, income inequality has moderated in three middle-income countries in Southeast Asia—the Philippines, Thailand, and Viet Nam—with multiple factors at play. In each country, wage, nonfarm business income, and overseas remittance concentrations declined as less well-off households increasingly engaged in better-paying activities. In Thailand, private transfers became more pro-poor, and in Viet Nam, public transfers more targeted. Major contributors to lower income inequality also included a narrowing in regional disparity and urban–rural income gaps, and, in the Philippines and Thailand, a fall in the education premium. This recent trend of moderating income inequality might be the combined outcome of rising income opportunities, government policies promoting social inclusion, and positive impacts of structural transformation. Nonetheless, income inequality remains high, especially in the Philippines and Thailand. More policy efforts are still needed to make growth more inclusive.

    Abstract: " Objective - Modest fashion growth rapidly while it was reported that world textile fibre production is dominated by non-biodegradable fossil fibres (e.g.: polyester). In this situation, viscose rayon presents as an alternative to substitute non-biodegradable textile fibres, because it primarily produced from wood, having natural characteristic, and biodegradable. In contrast, the nature of viscose rayon manufacturing steps involves significant amount of chemicals and utilities, which is also high risk to environment. This qualitative research aims to examine the sustainability practices in first largest viscose rayon and yarn producers in Indonesia as well as their customers response and find out the organization's contribution to green textile manufacturing. Methodology – content analysis Findings – This study found that the producers implement the sustainability practices in the field of textile, apparel and fashion industry. Positive response from their customers also found toward the implementation of sustainability practices, including green purchase intention. Novelty – Some implication found for first largest integrated viscose rayon and yarn producers in Indonesia in order to enhance their strategy and contributed to sustainable textile practices globally. Furthermore, some recommendations are given to relevant party to support viscose rayon and yarn sustainable practices while at the same time contribute to ISO 26000 and Sustainable Development Goals (SDGs).     Abstract: Literasi pajak merupakan faktor krusial yang memengaruhi tingkat kepatuhan pajak dalam sistem pemungutan yang yang menerapkan self-assesment.masih rendahnya tingkat kepatuhan wajib pajak orang pribadi (WO OP) di Indonesia salah satunya di duga karna rendahnya literasi pajak penghasilan orang pribadi (PPh OP). tujuan mini riset ini adalah mengukur tingkat literasi pph op ojek online dan sejenisnya di wilayah daerah gowa sera mengidentifikasi faktor determinannya. Penelitian ini dilakukan dengan pendekatan kualitafif dan teknik pengumpulan data dan wawancara.

    Abstract: Based on French archives of the Ministry of European and Foreign Affairs and European historical archives, this study focuses on links between community-based Europe, Việt Nam, and ASEAN. Việt Nam had a key role in the EU and ASEAN communitarization, from creating mechanisms to reinforcing approaches to political cohesion to face Việt Nam's issues (migration management, Cambodian conflict, Việt Nam's opening). In these processes, beyond European Economic Community support of ASEAN diplomatic engagements, many dissensions were observed inside the community-based organs. The EEC had to preserve its particular status in South East Asia, deepen relations with ASEAN, and maintain dialogue with Việt Nam while condemning Vietnamese regional policy and ensuring its development assistance diplomacy. For ASEAN, the challenge was to pursue its opening toward Europe, develop interregional economic relations, and claim itself as a leader to resolve the regional doldrums. Between these two regional organizations, Việt Nam tried to adopt a complex strategy: to sanctuarize its national security and also to keep extremely limited room for maneuver with both ASEAN and the EEC. Việt Nam attempted on the one hand to maintain a bilateral dialogue or through international organizations with ASEAN member states, and in another hand, to request European aid as an ultimate exchange channel. The diplomatic game of Go ended thanks to Đổi Mới. This paradigm shift opened a new era where several ASEAN and EU member states allowed Việt Nam to be reintegrated into international relations. The diplomatic effervescence created new opportunities for Hà Nội which tended to increase profoundly its relations with the EU and to integrate ASEAN.

    Abstract: " Objective - In the automotive industry, many companies look at strategic advantages in logistics to reduce costs. An enormous challenge faced by the Logistics Service Providers (LSPs) in Malaysia's automotive industry is preserving successful customer relationships. Methodology/Technique - Therefore, evaluating the most perceived criteria by logistics players in the automotive business is paramount. In this study, the companies are chosen to examine the relative importance of the three identified benefits, Special Treatment, Value Added (VAL), and Collaborative Benefits (COL), by data collected from manufacturing firms in the automotive industry. In addition, a new benefit, Loyalty Benefit (LOY), was added to the framework. Finding - The first stage of the survey involved the operational levels, i.e., The team leaders and below, to check on the relevance of the questionnaire. The second stage involved the management level or decision makers. Novelty - The contribution of the paper includes adding theoretical insight into the relationship concept that has been applied by manufacturers and LSPs and will help LSPs to perceive and understand what the manufacturers expect and how to provide the level of services that meet their expectations.     Abstract: The crime of human trafficking during the 2018-2022 period is very worrying and endangers national security, the policies taken by the government are not very significant for cases of human trafficking. The high number of unemployed, limited employment opportunities resulting in an increasing poverty rate is one of the factors that has resulted in high public interest in working abroad even though they work in the non-formal sector without having high knowledge or sufficient competence to work abroad. This condition is exploited by perpetrators of human trafficking crimes by giving lures or promises to get high salaries while working abroad so that they can improve their economic life. Low education causes them to be deceived by perpetrators of human trafficking crimes, the fact is that when they arrive, many are not employed. humane, unpaid work, even made into women commercial sex workers which is not surprising that many illegal migrant workers end up dying. The increasing prevalence and intensity of human trafficking crimes is caused by the still weak resources owned by the government and it is then suspected that there are law enforcement officials involved in supporting human trafficking crimes in Indonesia.

    Abstract: The purpose of this study is to examine the effect of Islamic Corporate Governance on company value; to examine the effect of Islamic Social Reporting on firm values; to test the influence of Islamic corporate governance on financial performance; to test the effect of Islamic Social Reporting on financial performance; to test the effect of financial performance on firm value; to examine the effect of Islamic Corporate Governance on corporate value through financial performance; to test the effect of Islamic Social Reporting on firm value through financial performance. The research method used is descriptive and associative research methods with a quantitative approach. In this study, researchers will measure the influence of Islamic corporate governance, Islamic Social Reporting on financial performance and firm value in Islamic banks in Indonesia, then the resulting data will be tested using the Structural Equation Modeling (SEM) method with the Partial Least Square (PLS) technique. The population in this study is the financial statements of Islamic banking which are listed on the Indonesia Stock Exchange for 2012-2020 of 14 companies. Then the sampling technique was carried out by purposive sampling. So the total sample in this study was 70 financial report data for 10 years. The software used to process this data is Smart PLS 3.0 as a descriptive statistical measurement tool. The results of this study found that Islamic Corporate Governance has a significant effect on company value; Islamic Social Reporting has a significant effect on company value; Islamic Corporate Governance has no significant effect on financial performance; Financial performance has a significant positive effect on firm value; Financial performance is able to mediate the relationship between Islamic Corporate Governance and company values; Financial performance is not able to mediate the disclosure of Islamic Social Reporting on company values

    Abstract: This study was conducted with the hope that the research results will be a scientific basis to help bank leaders find a suitable leadership style to inspire and gain deep consensus from employees, thereby helping the business achieve its strategic goals. Besides, this article examines the relationship between leadership styles, job satisfaction and employee efficiency in the Vietnam banking sector. Through a survey of 270 employees of banking in Vietnam, the study indicates that Democratic leadership, Transformational leadership, Laissez-faire leadership control create a positive impact on Job satisfaction and Employee efficiency of banking sector. Specially, Job satisfaction play a mediating role in the relationship between Leadership styles and Employee efficiency. In addition, Autocratic leadership does not create any influence on Job satisfaction and Employee efficiency in the Vietnam banking sector. Nghiên cứu này được thực hiện với mong muốn rằng kết quả nghiên cứu sẽ là cơ sở khoa học giúp các nhà lãnh đạo ngân hàng tìm ra một phong cách lãnh đạo phù hợp giúp truyền cảm hứng và nhận được sự đồng thuận sâu sắc từ nhân viên, từ đó giúp doanh nghiệp đạt được những mục tiêu chiến lược. Ngoài ra, nghiên cứu nhằm xác định tác động của các phong cách lãnh đạo đến hiệu quả làm việc của nhân viên ngành ngân hàng tại thị trường Việt Nam. Thông qua khảo sát 270 nhân viên đang làm việc tại các ngân hàng ở trong nước, kết quả nghiên cứu cho thấy các phong cách lãnh đạo như: phong cách lãnh đạo dân chủ, phong cách lãnh đạo tự do và phong cách lãnh đạo chuyển đổi ảnh hưởng tích cực đến sự hài lòng trong công việc và hiệu quả làm việc của nhân viên ngành ngân hàng. Trong đó, sự hài lòng trong công việc đóng vai trò trung gian trong mối quan hệ giữa các phong cách lãnh đạo và hiệu quả làm việc của nhân viên. Đồng thời, phong cách lãnh đạo độc đoán sẽ không ảnh hưởng tích cực đến sự hài lòng và hiệu quả làm việc của nhân viên ngành ngân hàng cũng được khẳng định qua nghiên cứu này.     Abstract: " Objective - Past efforts in assessing foreign exchange rate exposure assume homogeneity in the level of exposure across time horizons which seems to be impractical due to the dynamic nature of comovement between firm value and exchange rate. Methodology – Given this, the study aimed to investigate the multi-scale relationships between changes in exchange rates and firm values of 56 multinational corporations in the consumer products and services sector from January 2000 to December 2020. Findings – The novelty of the study lies upon the application of Maximal Overlap Discrete Wavelet Transformation (MODWT) method which allows decomposition of a single time series domain into different time domains. The fragmentation into multiple time domains allows the measurement of scale-dependent foreign exchange exposure. As a result, the study discovered a non-monotonic trend for wavelet scale j of currency exposure across time scales. In particular, there was a gradual increase in the magnitude of beta exchange exposure and the proportion of exposed firms from low to high time scales. This finding suggested that firm value is more sensitive to changes in the exchange rate within a widened time domain. Novelty – The study demonstrated on how the wavelet technique can be used to measure foreign exchange risk and aided firm managers and market participants in managing foreign exchange risk for a specific time interval.     Abstract: The goal of this research is to examine the influence of transformational leadership (TL) on employees’ job-related outcomes, noting the mediating roles of public service motivation (PSM) as well as the moderating effect of power distance orientation (PDO). Surveys were collected from 605 civil servants currently working in local governments in Vietnam and the researcher used the partial least squares structural equation modeling (PLS-SEM) technique with SmartPLS 3.0 software to test hypotheses. The findings showed that there was a positive influence of trans- formational leadership on employees’ work outcomes; this relationship was mediated partially through public service motivation. Also, the finding revealed the moderating effects of power distance orientation on the effect of perceived trans- formational leadership on public service motivation, job satisfaction, and job performance. Civil servants with high power distance orientation tended to dampen the positive relationship between transformational leadership and public service motivation which led to decreased job satisfaction and job performance. Based on the findings, it is recommended that managers or leaders in Vietnamese local governments should apply transformational leadership in practice to improve the level of employee work outcomes. Finally, this study broadens new knowledge to the existing literature on transformational leadership and job-related outcomes by proposing an alternative model of how this relationship exists. Besides, the findings showed that although transformational leaders can lead to good behavioral out- comes, high power distance orientation could mitigate this benefit.

    Abstract: This research paper investigates the socio-political and cultural dynamics surrounding the Sama Bajau ethnic tribe, commonly referred to as "stateless sea gypsies, " residing along the coastlines of the Bangsamoro region in the Philippines. By employing a multidisciplinary approach that encompasses anthropology, sociology, and public administration, this study provides a comprehensive understanding of the historical, socio-cultural, and political contexts that contribute to the statelessness of the Sama Bajau community. Drawing on a thorough examination of existing literature, empirical data analysis, and field observations, this research reveals the challenges confronted by the Sama Bajau, including limited access to essential services, landlessness, marginalization, and the preservation of their cultural heritage. Moreover, it explores the intricate relationship between state policies, local governance structures, and the resilient cultural practices of the Sama Bajau. In light of these findings, this study presents a set of policy recommendations aimed at addressing the plight of the Sama Bajau tribe. These proposals advocate for the recognition of their rights to cultural identity and land, the provision of basic social services, and the implementation of inclusive strategies to enhance their active involvement in decision-making processes.

    Abstract: " Objective - The objectives of the study are to assess the level of students' knowledge of Islamic finance and examine their financial behavior (FB), financial stress (FS), and financial well-being (FWB). Methodology – The study applies a quantitative research method with primary data collection using a non-probability convenience sampling technique. The questionnaires were distributed to 155 students, including undergraduate and postgraduate students. Findings and Novelty – The study concludes that only the financial well-being hypothesis was supported, meaning that financial well-being influences the level of Islamic financial literacy (IFL). The study contributes to the various stakeholders. For the government authority, this study can be a reliable benchmark for the level of Islamic financial literacy among university students. For the university authority, this study helps the university assess students' Islamic financial literacy level. For the Islamic financial industry, it tells what needs to be improved by the community members. Moreover, this study contributes to the existing literature on Islamic financial literacy.     Abstract: FACTORS INFLUENCING IMPULSE SHOPPING BEHAVIOR THROUGH E-COMMERCE OF YOUNG PEOPLE IN HO CHI MINH CITY Through Exploratory Factor Analysis (EFA) and multiple regression techniques, the research fndings indicate that factors such as price and discounts, interactivity, advertising, impulsiveness, evaluation quality, trustworthiness, and visual appeal have a positive influence on impulse buying behavior among young people on e-commerce platforms in Ho Chi Minh City. Based on these results, the study proposes managerial implications and solutions to help businesses enhance sales performance, increase revenue, and profit by leveraging the impulsive buying behavior of young consumers to develop online shopping practices.     Abstract: 인도는 2023년 세계 1위의 인구 대국이 될 것으로 전망되고 있고 중국을 대체할 글로벌 생산기지로 제시되는 가운데, 본 연구는 인도의 인구구조와 그 영향에 대한 분석을 하였다. 본 연구에서는 인도의 인구구조 변화와 전망, 변화의 배경이 되는 인구 관련 정책, 인도의 노동시장 특성 및 추이에 대해 자세히 분석하고, 인구구조의 변화가 경제성장, 산업별 부가가치, 산업별 고용구조에 미치는 영향에 대해서 실증적으로 분석하였다.(As geopolitical conflicts escalate, such as the US-China conflict and the Russia-Ukraine war, friction arises in various fields such as supply chain, technology, and energy. These frictions can pose a threat to the economic growth and security of a country, so the fields that need to be analyzed from the perspective of economic security are gradually expanding. Therefore, this report introduces various economic security issues in major sectors such as supply chain, technology, energy, and food. It also examines the downside risks to the Korean economy due to the deterioration of stability in the North Korean regime and space. Finally, it suggests ways to respond and cooperate. Chapter 2 examines economic security issues and cooperation directions in the supply chain sector by analyzing GVC (Global Value Chain) and major countries’ policies for managing supply chain risks. Some of the major economic security issues in the supply chain are △the reorganization of supply chains due to the pandemic and geopolitical conflicts △the deterioration of the domestic industrial base due to increased dependence on the US and China for supply chains △the increased importance of emerging countries such as India, Mexico and Vietnam in the global supply chain. The main findings of the GVC analysis by 2021 show that the roles of the US and China in the global supply chain of major countries are continuously increasing, and that emerging countries such as India, Mexico, Vietnam and Brazil have become more important in the global supply chain. Moreover, as a result of reviewing the supply chain policies of major countries, it was found that they commonly pursued legislation to foster high value-added industries and support investment in core minerals. Therefore, Korea needs to strengthen bilateral consultations with the US and China through regular agreements, while enhancing supply chain connectivity with emerging countries whose importance in the supply chain is gradually increasing. In particular, it is necessary to actively participate in the formation of supply chain solidarity through multilateral/bilateral cooperation in order to prevent the fragmentation of the supply chain due to disputes between the US and China and geopolitical conflicts.(the rest omitted)

    Abstract: This paper compares the effect of fiscal spending on economic activity across various phases of the business cycle. We show that the fiscal multiplier is higher when unemployment is increasing than when it is decreasing. Conversely, fiscal multipliers do not depend on whether the unemployment rate is above or below its long-term trend. This result emerges both in the analysis of long time-series at the U.S. national level as well as for a post-Vietnam War panel of U.S. states. Our findings synthesize previous, at times conflicting, evidence on the state-dependence of fiscal multipliers and imply that fiscal intervention early on in economic downturns is most effective at stabilizing output.

    Abstract: An important recent event in the economics field is the introduction of seven new society journals. Using standard iterative ranking methodologies from economics, as well as some new methodologies, we demonstrate the spectacular rise of these journals while updating journal rankings for all economics journals. We then use regression analysis based on how these journals and natural comparison journals are cited in top-5 economics journals to investigate the roles of editor reputation, editor experience, bias from parent journals, the number of articles published, as well as other factors in explaining the new journals' strong relative performance.

    Abstract: Landscape Approaches have been proposed as a transferable model of multi-stakeholder governance, yet assume conditions of ideal speech, trust, and transparency that seem untransferable to authoritarian regimes. This paper argues that building Landscape Approaches under authoritarian conditions cannot be based on a governance deficit model of awaiting idealized political conditions, but instead needs to pay attention to how local social and political structures influence what is deliberated, and by whom. The paper presents evidence from a multi-stakeholder environmental intervention around Lake Indawgyi in Kachin State, Myanmar, to draw lessons for transferring Landscapes Approaches under conditions of political authoritarianism, sporadic violent conflict, and rapid socio-economic change. Using information gathered from village surveys and interviews with policymakers, the paper analyzes how multifunctionality, stakeholder engagement, and deliberation are achieved, and with whose influence. The paper argues that common principles of Landscapes Approaches need to acknowledge more how state-led agendas can influence agendas and participation in conservation; but also how the composition and interests of stakeholders are not fixed under socio-economic transformation. Focusing on local and contextual drivers of environmental change and political inequality are more useful for transferring Landscape Approaches to authoritarian regimes than adhering to optimistic principles, or testing associations between variables without reference to context. Indeed, the latter risks depoliticizing conflictual processes, and implicitly endorsing political inequalities. The 2021 military coup in Myanmar has added to these inequalities.

    Abstract: According to official statements, the main purpose of the Quadrilateral Security Dialogue ("Quad") is to intensify cooperation between the four partner countries - Australia, India, Japan and the United States - in tackling urgent challenges in the Indo-Pacific region. These include climate protection, health policy and maritime security. However, it is primarily the rise of China and the associated challenge to US hegemony in the region that brings together the four partners. In this context minilateral cooperation formats such as the Quad are gaining global importance. But more than 15 years after the start of formal meetings, and despite increased cooperation, the security dialogue between the four unequal partners appears more a symptom of regional instability than a remedy for it.

    Abstract: Tujuan penelitian ini adalah untuk mengkaji lebih mendalam mengenai hukum E-commerce dalam perspektif Islam dengan berdasarkan ayat-ayat Al-Quran serta tafsirnya dan ijtihad para ulama. Penelitian ini merupakan penelitian kepustakaan (library research) dengan metode istinbath hukum yaitu bagaimana pembahasan mengenai sumber-sumber hukum dan metode penggalian hukumnya. Hasil penelitian ini menunjukkan bahwa E-commerce memiliki kesamaan dengan bai’ as-salam yaitu mengenai unsur-unsur terjadinya transaksi serta adanya penangguhan barang untuk pembayaran yang telah disegerakan. Maka pandangan hukum Islam pada jual beli e-commerce adalah boleh, jika sesuai dengan kaidah fikih dalam prinsip dasar transaksi muamalah serta persyaratannya, selama tidak melanggar syariah atau bertentangan dengan dalil.

    Abstract: This policy brief is based on a study supported by the World Bank through the Department of Agriculture’s Philippine Rural Development Project (PRDP). The study entitled “Study on Pest and Diseases of Calamansi: Paving Ways for the Sustainability of Calamansi in Oriental Mindoro” is a one-year project that aims to help accelerate the institutionalization of mechanism that will sustain the production of disease-free calamansi products in Oriental Mindoro and to help advance the province’s reputation in the national calamansi market as prime producer and supplier of this product. Relevant activities in this study include field surveys, farmers' interviews, software development, greenhouse and scion grove establishment, and pest clinic via the web forum. This policy brief focuses on the (1) status of calamansi pests and diseases infestation in Oriental Mindoro; (2) the capacity of the farmers to address the calamansi pests and diseases problem; and (3) policy recommendations to address the calamansi pests and diseases problem and protect the calamansi industry of Oriental Mindoro.

    Abstract: This research report analyzes the Philippine sardine industry using the Quadruple Helix Model, which highlights the interplay between government, industry, academia, and civil society in promoting sustainable development. The report first examines the current status of the sardine industry in Zamboanga City, which is the largest producer of sardines in the Philippines. It discusses the challenges faced by the industry, such as overfishing, declining catches, and competition from other countries. It uses the Quadruple Helix Model to analyze the seven challenges that the Philippine sardine industry needs to navigate through. These challenges include strengthening collaboration among stakeholders, implementing sustainable fishing practices, developing organic sardine products, promoting the quality and value of Philippine sardines, supporting community-based sardine production enterprises, strengthening regulations on fishing activities, and expanding the market for Philippine sardines. Tantangan terhadap etika pemerintahan masa depan menyangkut kemajuan teknologi. Perkembangan teknologi seperti kecerdasan buatan, big data, dan blockchain telah mengubah cara kerja pemerintah. Namun, penggunaan teknologi ini juga menimbulkan tantangan dalam mengatasi masalah perlindungan data, transparansi, dan keamanan data. Penting bagi pemerintah untuk memastikan bahwa prinsip etika dan hak asasi manusia dipertimbangkan saat menggunakan teknologi baru ini.     Abstract: Pajak online telah menjadi fenomena yang signifikan dalam era digital, dengan layanan elektronik yang memungkinkan wajib pajak untuk melaporkan dan membayar pajak secara online. Namun tingkat kepatuhan yang rendah, hal ini mencerminkan berbagai faktor seperti kurangnya pemahaman tentang kewajiban pajak, kesulitan dalam mengakses informasi terkait pajak, dan persepsi negatif terhadap sistem perpajakan. Tujuan penelitian ini adalah untuk mengkaji dampak layanan pajak online terhadap peningkatan kepatuhan wajib pajak dalam membayar pajak. Penelitian ini menggunakan metode kajian literatur yang melibatkan pengumpulan dan analisis secara sistematis sumber-sumber literatur dari Google Cendekia. Hasil penelitan menunjukkan bahwa layanan pajak online dapat berdampak positif terhadap peningkatan kepatuhan wajib pajak dalam membayar pajak. Beberapa faktor yang mempengaruhi kepatuhan wajib pajak antara lain kesadaran wajib pajak, pemahaman perpajakan, kewajiban moral, sanksi pajak, dan kualitas pelayanan.     Abstract: This study examines the public service delivery system in State Universities and Colleges (SUCs) within the Zamboanga Peninsula Region, Philippines. Focusing on frontline services, the study explores the controversies surrounding these institutions while identifying best practices to enhance service quality and efficiency. The research incorporates both quantitative and qualitative data obtained from official reports, institutional documents, and interviews with key stakeholders. The findings reveal several contentious issues impeding optimal public service delivery in the region's SUCs. These include bureaucratic red tape, insufficient funding, inadequate infrastructure, and bureaucratic corruption. It is observed that these challenges have resulted in delayed and unsatisfactory service experiences for the public. On a positive note, the research identifies noteworthy best practices adopted by certain SUCs in the region, leading to improved service delivery. These practices encompass streamlined administrative processes, robust performance evaluation mechanisms, community engagement initiatives, and strategic collaborations with external stakeholders. The findings shed light on the complexities and disparities within the public service delivery system in Zamboanga Peninsula's SUCs, providing valuable insights for policymakers and administrators aiming to enhance frontline services. By implementing the best practices identified in this research, SUCs can overcome controversies and optimize their public service delivery, thereby positively impacting the overall higher education landscape in the region.

    Abstract: Using a unique Italian dataset covering the period 2004-2020, we assess the immigrant-native gap in entrepreneurship and investigate channels behind it. The data allows us to account for many observable characteristics as well as for risk aversion, which is usually not observed, yet crucial for the self-employment decision. Unlike most of the existing empirical literature, we find that immigrants in Italy are less likely to be self-employed. The negative gap is confirmed when propensity score matching methodology is used. Heterogeneity analysis suggests that the negative gap is larger for men, for economic migrants and those coming from Sub-Saharan Africa, while it is not significant for mixed immigrant-native couples, for highly skilled, and for migrants from Asia and Oceania. The largest gap is found for those working in the agricultural sector. Regarding additional channels, we explore the role of access to credit, including the informal one, and whether migrants are credit constrained, as well as the importance of migrant networks, easiness of doing business, and expenditures on services for migrants. Despite finding significant correlations between self-employment and some of these factors, none of them seem to decrease the magnitude of the negative gap.

    Abstract: The persistently high satisfaction ratings of President Duterte, despite various perceived policy missteps, and in stark deviation from the pattern for previous Presidents, have puzzled pundits and scholars alike. Using three waves of the Social Weather Stations' Social Weather Survey, and utilizing ordered logit regression, this study examines the extent to which identity factors, policy satisfaction, and perceptions of the character of the President could explain this ‘puzzle’. The three survey waves correspond to the beginning of President Duterte’s term, the period when he obtained his lowest net satisfaction rating, and the most recent available data. The study finds that identity factors, policy satisfaction, and perception of the President’s character all contribute to explaining his high satisfaction rating. Perception of the President’s character appears to be the most important in terms of predictive power and distinguishing those who are satisfied from those who are dissatisfied with the President.
