    Abstract: Digital technologies encourage companies to innovate with new processes, goods, and services, which ultimately enhance their competitiveness in local and global markets. This paper analyzes whether a wide set of data restrictions are negatively associated with digital innovation of firms. The paper develops an index of data restrictions that measures the level of data policy restrictiveness for 15 East Asian countries over time. Using various firm-level data sets, the analysis shows that data restrictions inhibit firms'ability to innovate. The analysis takes into account that data restrictions are likely to have a greater impact in sectors that are more reliant on software. Regressions show that in countries that have more restrictive data policies, firms are less likely to use foreign technologies through licensing as part of their innovation process. Country-specific cases for which data are available also show that restrictive data policies are negatively associated with firms'likelihood of using intangible assets, such as patents and goodwill, for performing innovation (in Malaysia and China) and developing innovations as a result of research and development that are new to the market (in Vietnam). The paper concludes that open data policies are likely to foster digital innovation.

    Abstract: Around the globe, there is an unending cycle of producing innovative policies that are relevantand responsive to today's complex problems of disaster risk reduction and mitigation. A lot ofevidence is pointing to the shifting paradigm in responding to emergencies. Foremost amongthem is the growing acceptance of cash transfers as a response tool to disasters.The Philippines is not oblivious to this developing paradigm. The Philippines is considered tohave one of the most advanced social protection (SP) systems in the East Asia Pacific region.These SP systems are designed to help poor households manage risk and shocks. Currently,there are different types of cash transfers being used by the Department of Social Welfare andDevelopment (DSWD) programs. These include: (1) the Pantawid Pamilya conditional cashtransfer (CCT) program; (2) the Sustainable Livelihood Program (SLP) using cash-for-work; and,(3) the National Community Driven Development program (NCDD). These programs use variousmodalities and mechanism for cash transfers in different stages of the post-disaster timeline.However, the SP element of DSWD's disaster risk management and response interventions canbe significantly improved especially if to be used as a response tool during disasters.

    Abstract: By refusing to fill vacancies in the World Trade Organization's (WTO) Appellate Body—the top body that hears appeals and rules on trade disputes--the Trump administration has paralyzed the key component of the dispute settlement system. No nation or group of nations has more at stake in salvaging this system than the world's big emerging-market economies: Brazil, China, India, Indonesia, Korea, Mexico, and Thailand, among others. These countries have actively and successfully used the dispute settlement system to defend their commercial interests abroad and resolve inevitable trade conflicts. The authors suggest that even though the developing countries did not create the Appellate Body crisis, they may hold a key to unlock it. The Trump administration has also focused its ire on a longstanding WTO practice of giving these economies latitude to seek "special and differential treatment" in trade negotiations because of their developing-country status. The largest developing economies, which have a significant stake in preserving a two-step, rules-based mechanism for resolving trade disputes, could play a role in driving a potential bargain to save the appeals mechanism. They could unite to give up that special status in return for a US commitment to end its boycott of the nomination of Appellate Body members.

    Abstract: The microfinance initiative has evolved over the past four decades, as important mechanisms for reducing poverty. There is strong evidence, however, to suggest that increasing their financial viability often hampers their ability to reach the poorest of the poor. This article aims to identify the degree of performance of Islamic and conventional microfinance institutions in Indonesia. To answer the problematic of our work, we also apply the methodology of Data Envelopment Analysis (DEA), linear analysis of the efficiency according to the non-parametric programming to evaluate the performance of the MFIs. Based on data collected from a follow-up of the 120 Indonesian MFIs over a quarterly period for five years, over the 2011-2015 period. The descriptive analysis of the different variables shows that IMFIs are on average relatively more financially inefficient than IMFCs. This result suggests that the inefficiency of Indonesian IMFI is more a result of pure technical inefficiency (management shortfalls related to the problem of under-equipment, quality of human resources) than inefficiency of scale. With regard to the central question that this study seeks to answer, which objective (social or financial) for Indonesian MFIs, the results suggest that they are primarily concerned with their social and financial objectives.

    Abstract: This paper explores the foundations of religious influence in politics and society. We show that an important Islamic institution fostered the entrenchment of Islamism at a critical juncture in Indonesia, the world’s largest Muslim country. In the early 1960s, rural elites transferred large amounts of land into waqf—inalienable charitable trusts in Islamic law—to avoid expropriation by the state. Regions facing a greater threat of expropriation exhibit more prevalent waqf land and Islamic institutions endowed as such, including mosques and religious schools. These endowments provided conservative forces with the capital needed to promote Islamist ideology and mobilize against the secular state. We identify lasting effects of the transfers on the size of the religious sector, electoral support for Islamist parties, and the adoption of local sharia laws. These effects are shaped by greater demand for religion in government but not by greater piety among the electorate. Waqf assets also impose costs on the local economy, particularly in agriculture where these endowments are associated with lower productivity. Overall, our findings shed new light on the origins and consequences of Islamism.

    Abstract: The fallout of nitrogen pollution is considered one of the largest global externalities facing the world, impacting air, water, soil, and human health. This paper combines data from the Demographic and Health Survey data set across India, Vietnam, and 33 African countries to analyze the causal links between pollution exposure experienced during the very earliest stages of life and later-life health. The results show that pollution exposure experienced in the critical years of development?from birth until age three?is associated with decreased height as an adult, a well-known indicator of overall health and productivity, and is robust to several statistical checks. Because adult height is related to education, labor productivity, and income, this also implies a loss of earning potential. The analysis begins within an assessment in India, where the data are more available, and is then extended to geographic settings including Vietnam and 33 countries in Africa. The results are consistent and show that early-life exposure to nitrogen pollution in water can lower height-for-age scores during childhood in Vietnam and during infancy in Africa. These findings add to the evidence on the enduring consequences of water pollution and identify a critical area for policy intervention.

    Abstract: Bilateral trade balance always deserves particular interest of policy makers and economists. In this paper, we examined the asymmetric and symmetric effect of real exchange rate on bilateral trade balance between Vietnam and the US at both aggregated and disaggregated commodity levels. We employed both Linear Autoregressive Distributed Lag (ARDL) and Non-linear ARDL (NARDL) models to a dataset spanning over 18 years. We found that (i) both symmetry and asymmetry of real exchange rates are not significant to explain the total trade balance between Vietnam and the United States; (ii) unlike the insignificant effect on the aggregated level, the empirical evidence at the disaggregated level is mixed and dependent on product category. Our findings reveal that (iii) the claim of unfair trade by using exchange rate from the US Treasury is unclear from our estimations; and (iv) a depreciation of USD (i.e. appreciation of VND) leads the long-run US’s trade balance will improve for 10 commodities, and whereas an appreciation of USD (depreciation of VND), long-run trade balance will improve for 11 commodities. The results suggest that only a number of specific industries will benefit from USD appreciation or depreciation.

    Abstract: There is an increasing amount of literature discussing the integration of humanitarian assistance into social protection systems or the linkage of disaster risk responses with specific social safety net programmes. The nexus maybe seen through synergies via common frameworks, platforms and systems utilized. The Philippines continues to tackle the problems of poverty and vulnerability among its 100 million population. It lies in the ?Pacific Ring of Fire? and is visited regularly by typhoons, ravaged by flooding, and occasionally hit by destructive earthquakes. It also has two long running conflicts with rebel groups that have displaced thousands of its citizens in hot areas. Despite being a middle income country and owing to the recurrent nature of crises, the country has a permanent presence of humanitarian actors (UN agencies, international, and national NGOs) ready to complement government efforts during emergencies. This specific case study showcases the linking of humanitarian assistance and social protection in two instances where cash transfer for relief and recovery by humanitarian agencies, the World Food Programme (WFP) and United Nations Children?s Fund (UNICEF), successfully ?piggybacked? on the Pantawid Pamilya Pilipino Program (4Ps), a lead social protection programme of the Department of Social Welfare and Development (DSWD), during the aftermath of typhoon Haiyan (2013).

    Abstract: This research is based on the importance of transformational leadership styles and work morale on employee performance. The formulation of the problem in this study is whether transformational leadership style (X1) and morale (X2) have a significant and partially significant effect on employee performance (Y), the research objective is to determine the effect of transformational leadership style (X1) and morale (X2) on employee performance (Y) raffles city hotel Bengkulu. The object of this study is Bengkulu City Hotel Raffles employees with a total sampling method, which is explained by respondents in this study were 31 employees. Methods of data collection using observation and questionnaires, data analysis techniques using the classic assumption test, descriptive analysis, multiple linear regression analysis and hypothesis testing. The results of this study can be seen from the multiple linear regression test using SPSS namely Y = 7.175 + 0.396X1 + 0.512X2. The analysis found that transformational leadership style (X1) had a positive effect on employee performance and morale (X2) also had a positive effect on employee performance (Y). Testing the hypothesis of the t test and F test shows that both variables significantly influence employee performance (Y) with a significance level <0.05.     Abstract: This paper analyzes the simultaneous impacts and interplay of exports and technology adoption on the demand for different types of skills and aggregate labor market indicators in Indonesia over a period characterized by a commodity boom (2005-10) and a period of declining exports (2011-15). The results for the 2005-10 sub-period are in line with the evidence available for developed countries, that is, technology is complementary to analytical and soft skills and is labor-saving, while exports are labor increasing. In 2011-15, the relationship between technology and skills, and between technology and labor demand, differs from the evidence available for the developed world. That is, technology increases the demand for analytical and interpersonal skills in high-exporting industries only, and technology and exports are labor increasing for some population subgroups. The findings for the more recent period confirm that differences in economic structures matter for understanding the impacts of technological advances and globalization.

    Abstract: The growing literature on environmental migration presents conflicting results. While some find that natural disasters induce international migration, others discover a dampening effect. We aim to reconcile these differences by using a comprehensive list of weather shocks from the Philippines, a country prone to natural disasters and a major exporter of labor. We constructed a longitudinal provincial dataset (2005–2015) from an assemblage of administrative and survey datasets and tested linear, quadratic, and lagged models. Our fixed-effects results are consistent with both strands in the literature with caveats. First, Filipinos are more likely to work abroad when they experience less-intense tropical cyclones and storm warning signal but are more likely to stay with a more damaging storm warning signal. Second, differential effects of weather shocks on international migration contingent on agriculture exists. Third, non-environmental factors such as economic (unemployment rate) and infrastructure (number of high schools) also push Filipinos abroad.

    Abstract: Post-election violence is a common form of conflict, but its underlying mechanisms are not well understood. Using data from the 2007 Philippine mayoral elections, this paper provides evidence that post-election violence is particularly intense after narrow victories by incumbents. Using a density test, the study shows that incumbents were substantially more likely to win narrow victories than their challengers, a pattern consistent with electoral manipulation. There is no evidence that the increase in post-election violence is related to the incumbent's political platform or their performance in past elections. These results provide support for the notion that post-election violence is triggered by election fraud or by the failure of democratic ways of removing unpopular incumbents from office.

    Abstract: Batu Caves is a limestone hill that has a series of caves and cave temples in Gombak, Slangor, Malaysia. It takes its name from the Sungai Batu (Stone River), which flows past the hill. It is the tenth (Pattu in Tamil) limestone hill from Ampang. Batu Caves is also the name of a nearby village.The cave is one of the most popular Hindu shrines outside India, and is dedicated to Lord Murugan.     Abstract: We analyze the effect of electrification on changes in employment structure in Cambodia, which is still in early stage of electrification and structural change. In our analysis, we aim to examine the movement out of agriculture by looking into different categories of nonagricultural employment: nonagricultural self-employment, nonagricultural wage employment and nonagricultural unpaid workers. In order to mitigate the problem of non-random placement of electricity, we use the inverse probability of treatment weighting regression adjustment (IPWRA) method to conduct two different estimations, one with individual-level repeated cross-section data and another with district-level panel data, taking advantage of large and representative sample from the Cambodia General Population Census in 1998 and 2008. We found that the movement out of agriculture is dominated by non-farm self-employment activities. Access to electricity increases nonagricultural self-employment of both men and women by 10-12 percentage points. We also confirm a lack of external effects of electrification in rural Cambodia possibly due to low electrification rates among rural households.

    Abstract: Does democratization promote economic competition? This paper documents that the disruption of political connections associated with Suharto's fall had a modest pro-competitive effect on Indonesian manufacturing industries in which his family had extensive business interests. Firms with connections to Suharto lost substantial market share following his resignation. Industries in which Suharto family firms had larger market share during his tenure exhibited weak improvements in broader measures of competition in the post-Suharto era relative to industries in which Suharto firms had not been important players.

    Abstract: Policymakers can take actions to prevent local conflict before it begins, if such violence can be accurately predicted. We examine the two countries with the richest available sub-national data: Colombia and Indonesia. We assemble two decades of finegrained violence data by type, alongside hundreds of annual risk factors. We predict violence one year ahead with a range of machine learning techniques. Models reliably identify persistent, high-violence hot spots. Violence is not simply autoregressive, as detailed histories of disaggregated violence perform best. Rich socio-economic data also substitute well for these histories. Even with such unusually rich data, however, the models poorly predict new outbreaks or escalations of violence. “Best case†scenarios with panel data fall short of workable early-warning systems.

    Abstract: Thaipusam is the biggest festival for Hindus after Deepavali and usually falls in January or February. It is observed as a day of thanksgiving and paying penance for Lord Murugan. In many states in Malaysia. Thaipusam is a public holiday. Devotees prepare themselves for the occasion by cleansing their bodies through fasting and abstinence, and usually observe a vegetarian diet for a certain period of time. Many devotees began paying penance a few days before the actual festival, with the carrying of the kavadi (a decorated structure bearing the image of several deities including Lord Murugan) on their shoulders and pal kodum (milk pots) carried above their heads.

    Abstract: In 2001 soon after the Asian Crises of 1997-1998, the Dotcom Bubble, 9/11, the Enron crises triggered a fraud crisis in Wall Street that impacted the market to the core. Since then scandals such as the Lehman Brothers and WorldCom in 2007-2008 and the Great Recession have surpassed it, Enron still remains one of the most important cases of fraudulent accounting. In 2000’s even though the financial industry had become highly regulated, deregulation of the energy industry allowed companies to place bets on future prices. At the peak of the dotcom bubble Enron was named as a star innovator but when the dotcom bubble burst, Enron’s plan to build high speed internet did not flourish and investors started to realize losses. Furthermore, the financial losses of the operations were hid using the market to market accounting technique instead of book value and using special purpose entities to hide debt. The root cause that was identified as a company with a toxic corporate culture focused on officer compensation rather than social responsibility and hence faulty leadership. Is it possible then that; ethical accounting practices, social responsibility and ethics all become inferior goods as income rises in an ‘irrationally exuberant’ era?

    Abstract: Community-based tourism is an evolutionary form of the concept of mass tourism. One of the primary keys to developing community-based tourism is community participation. The process of developing Jabal Kelor tourism destinations has created several types of community participation. The researchers used a semi-structured interview with key informants involved in developing Jabal Kelor. Observation and documentation was used to check data validity. Interactive data analysis techniques took place continuously the data reached saturation point. The research results indicate that community participation in developing Jabal Kelor tourism destinations consists of participation of the community in areas such as inter alia such as idea formulation, participation, physical participation, skills and education participation, and also financial participation. The originality of this paper is the identification of community participation in efforts to develop Jabal Kelor tourism destinations. The less optimal form of community participation in Jabal Kelor is participation education and skills, and financial participation.     Abstract: The recent strengthening of the U.S. dollar has raised concerns about its impact on U.S. GDP growth. The U.S. dollar has appreciated around 12 percent since mid-2014, rising against almost all of our trading partners, with the largest gains against Japan, Mexico, Canada, and the euro area. There was far less movement against newly industrial Asian economies and hardly any change against China. In this blog, we ask how the strength of the dollar affects U.S. GDP growth. Although the dollar can impact the U.S. growth through a number of different channels, we focus on the direct impact through the U.S. trade balance. Our analysis shows that a 10 percent appreciation in one quarter shaves 0.5 percentage point off GDP growth over one year and an additional 0.2 percentage point in the following year if the strength of the dollar persists.

    Abstract: The term sustainability in the context of the business world refers to the ability of a company to survive and succeed in a dynamic, competitive, and challenging business environment. Small and Medium Enterprises (SMEs) must adapt to the changing environment and take appropriate measures to mitigate the change. To strike a balance between the triple bottom line – people, planet, and profit - by SMEs, reducing pollution and resource degradation, in the long run, is necessary. It is, therefore, required to understand the nature of challenges posed by the changing environment to the sustainability of SMEs. According to the existing literature, the challenges to sustainability include the ability to deal with economic and social change, engage in responsible and ethical business practices, efficient use of natural resources and protecting the environment, provide high-quality products and services, and develop metrics to determine if the company is meeting stakeholder needs. With this background, a systematic literature review was carried out to explore the insights of the existing knowledge on the nature of environmental sustainability challenges to small and medium enterprises and its management, particularly in the Asian context. Relevant papers were selected, followed by rigorous and extensive web searching based on the standard filtering approaches, and the sustainability challenges and their dynamic interactions in the context of SMEs are broadly discussed.

    Abstract: This paper studies the cyclical behavior of job separation and the characteristics of matches between workers and jobs. We estimate a proportional hazard model with competing risks, distinguishing between different types of separations. A higher unemployment rate at the start of an employment relationship increases the probability of job-to-job transitions, whereas its effect on employment-to-unemployment transitions is negative. We then build a simple job-ladder model to interpret our empirical results. A model with two-dimensional heterogeneity in match (job) characteristics has the same qualitative features as the data. Once the model is calibrated to include cyclicality in the offered match characteristics, it can fit the quantitative features of the data.
