    Abstract: In the face of new challenges, Russia is experiencing an objective need to accelerate the pace of economic growth by moving to an innovative economy. The tasks of technological modernization require the development of new approaches to the training and retraining of personnel necessary for the implementation of a breakthrough in priority science-intensive industries and, on this basis, improving the quality of management at all levels of the national economy, taking into account the best foreign and domestic practices. The paper analyzes the peculiarities of state regulation of the development of science intensive industries in the process of formation of the innovation economy and substantiates the need for improving the mechanism of training and professional development of cadres in the high technology strategic sectors of the Russian economy. The ways and possibilities of restructuring the system of higher and secondary vocational education in Russia are examined with the use of the most effective world experience accumulated recently. Particular attention is paid to the possibility of using modern geoinformation technologies to prepare innovative personnel. The experience of interaction of Russian higher educational institutions on the use of modern geoinformation technologies in education, science and management of regional development is examined.

    Abstract: We analyse how spatial disparities in innovation activities, coupled with migration costs, affect economic geography, growth and regional inequality. We provide conditions for existence and uniqueness of a spatial equilibrium, and for the endogenous emergence of industry clusters. Spatial variations in knowledge spillovers lead to spatial concentration of more innovative firms. Migration costs, however, limit the concentration of economic activities in the most productive region. Narrowing the gap in knowledge spillovers across regions raises growth, and reduces regional inequality by making firms more sensitive to wage differentials. The associated change in the spatial concentration of industries has positive welfare effects.

    Abstract: Knowledge Management is an inclusive process of gathering knowledge, processing it and then utilising it in order to improve firm productivity and seek solutions to crucial problems. This paper is based on the assessment of structural framework of a Knowledge Management System (KMS) and how these components influence the financial and non-financial aspects of an organisation. The study mainly focuses on the evaluating the influence of KMS on the overall performance of SMEs in Austria. The current study investigates previous researches and theories to build a comprehensive understanding of the topic. It also conducts a quantitative analysis to evaluate the relationships between Knowledge Management Capabilities, Processes, and Firm Performance. To get first-hand information related to knowledge management practices, 126 managers and senior employees from 72 Austrian SMEs are surveyed. According to the results, KM capabilities have a significant positive relationship with KM processes. Moreover, KM processes in the Austrian SMEs have a significant positive influence on financial and non-financial performance. The study recommends increased focus on KM practices for improved overall performance.

    Abstract: Economic theory implies that research and development (R&D) efforts increase firm productivity and ultimately profits. In particular, R&D expenses lead to the development of intellectual property (IP) and IP commands a return that increases overall profits of the firm. This hypothesis is investigated for the North American automotive supplier industry by analyzing a panel of 5000 firms for the years 1950 to 2011. Results indicate that R&D expenses in fact increase profitability at the firm level. In particular, increases in the R&D expense to sales ratio lead to increases in the profit contribution of intangible assets relative to sales. This indicates that more R&D intensive IP should command higher royalty rates per sales when licensed to third parties and within multinational enterprises alike.

    Abstract: Big Data is a source of innovation that has captured the attention of citizens and decision makers in both the public and private sectors. Making use of the technology innovations in big data could contribute to economic growth and sustainable development and to capture the explosive growth of big data. For some time now, the world has stepped up in its focus on evidence based policy making and monitoring of development progress, hence the measurement and analysis of diverse sources of data, combined with advanced analytics, promise to create value for decision makers and society hence for economic growth and development. There are 17 Sustainable Development Goals (SDGs), 169 SDG targets and 230 SDG indicators, The 17 Sustainable Development Goals and 169 targets demonstrate the scale and ambition of this new universal Agenda of countries to collect and maintain relevant standardized data such that it will support domestic technology development, research and innovation in developing countries. This paper highlights the new technological innovations in big data and cloud computing which can lead to economic growth and sustainable development. Also, we present a comprehensive survey of the Big Data challenges, Big Data technology challenges, cloud computing and relevant technology landscape like Internet of Things (IoT) towards economic growth and technological innovation.

    Abstract: The cultural and creative industries link the traditional knowledge to the ultimate consumer in their capacity to serve both cultural and economic objectives. In this regard, the cultural and creative industries can be seen as consistent with the sustainable development paradigm. Cultural industries cluster is playing an increasingly important role in the development of Chinese cultural industries. This article looks at the Cluster Development Strategy of Chinese Cultural Industries and tries to draw a map of cultural industries clusters in Beijing according to the data gathered from 19 cultural industries clusters in Beijing. With the clusters as a case study, we argue that in the course of development clusters are weak in production research and innovation, combined effect and public service although there is much achievement .At last, the suggestions to promote the sustainable development of cultural industries clusters will be discussed.

    Abstract: The article discusses the importance of creativity as one of the core competencies of knowledge workers in universities functioning in the knowledge-based economy. In the theoretical part of this article the essence of knowledge management (KM) is characterized. In particular, definition, objectives and processes of knowledge management are described, as well as benefits from KM and barriers to KM are presented. The attention is also paid to the knowledge workers, their definition, characteristics as well as roles they perform in organizations in which they work. Further part of this article focuses mainly on results of the research on knowledge workers creativity and competences. The main objective of the study was to determine whether competences characteristic of knowledge workers are correlated with the level and the style of creativity. An additional objective was to make a comparative analysis between humanistic, technical and agricultural fields of study. The questionnaire survey conducted among working students was the main source of primary data used in the process of qualitative and quantitative analysis. The method of documents' examination as well as descriptive, analog and heuristic methods were used in this article. On the basis of obtained data the level of creativity and creative style of creative workers were studied, as well as correlations between competences characteristic of knowledge workers, and both the style and the level of creativity were calculated. The Drawing Test of Creative Thinking by Urban and Jellen was used to measure the level of creativity among respondents, and the KAI questionnaire by Kirton was used to measure the style of creativity. The final part of the article includes conclusions resulting from the results of the research and theoretical considerations.
