    Abstract: This paper will present results of the surveys and new trends which were related to e-governmental issues. A common understanding of e-government is usage of ICT means in the public sector for delivering information and services to its customers and enterprises. The objective is improvement of public services and strengthening democratic processes. E-government is a popular topic in the political agenda throughout the Baltic Sea Region (BSR) with all countries having ICT development strategies, policies or agendas. However, often are missing goals for thematic developments which would take into account the needs of potential users. The structure of the paper is ordered to present firstly, the overall objectives of e-governance and e-services. Secondly, the data about the satisfaction level of enterprises for e-services is given. As there are not many comparable results available about the needs of the enterprises, the paper is based on two main sources. One of the important outcomes of the LogOn Baltic project was to provide empirical data about satisfaction level of enterprises with existing eservices and about the needs for new services. The aim of the INTERREG III B project LogOn Baltic was to present solutions for improving the interplay between Logistics and Information and Communication Technologies (ICT) competence and spatial planning, strengthening the small and medium-sized enterprises' (SMEs) competitiveness in the BSR. The ICT-related results of the LogOn Baltic project provide an overview of the existing ICT structures and services in the BSR, mainly based on a web-based scientific survey with nearly 1,100 responses. A second source is the survey on the satisfaction level with public services among enterprises in Estonia in the City of Tallinn, which shows similar trends with the LogOn Baltic project. The third part of the paper introduces some case studies on innovative e-services in Estonia and Germany together with the European initiative for the BSR to improve e-services for companies. --

    Abstract: Recent literature emphasizes the importance of independent media for beneficial political, economic and social outcomes. I investigate how media consumers react to state ownership of TV stations and the regulation and financing of these public broadcasters. The empirical results show that a higher share of state-owned TV stations is associated with lower TV consumption, both in total and with regard to news and information only. The negative effects of state ownership are larger when the public stations are regulated by a Ministry as opposed to a more independent regulatory body. When public broadcasters are subject to selfregulation only, there is even a positive association between the share of state ownership and TV consumption. The negative effects of state ownership and total TV consumption Ð but not news and information consumption Ð are also smaller when the share of commercial income of public broadcasters is higher. The results are consistent with the view that political influence leads mainly to less attractive news information broadcasting whereas public funding leads to a less attractive entertainment spectrum but not to less attractive news.

    Abstract: IS STANDARDS IN DESIGNING BUSINESS-TO-GOVERNMENT COLLABORATIONS. Elaborating the impact of standards on inter-organizational collaborations, inter-organizational studies demonstrated a standard’s positive impact on the collaboration between governmental and business partners. How and under which conditions information systems (IS) standards contribute to the effectiveness of business-to-government (B2G) collaborations in customs management is the topic of this thesis. Chapter 2 provides the theoretical and methodological background of the thesis. It illustrates how standards research emerged under institutional conditions such as actor types, linkages and social structures. With the case study in Chapter 3, the thesis introduces a reference framework that gathers different aspects in three pre-selected international business-to-government collaborations. Describing the cases that are subject to the export from EU to non-EU countries a diagnosis of B2G collaborations and relevant elements for the design of the artifact is conducted. A diagnosis of related work in the field of B2G collaborations is provided in Chapter 4. The assessment of collaboration forms revealed necessary constructs of a procedure model and institutional steps necessary to form B2G collaboration as such. Chapter 5 distils related work of IS standards research. In Chapters 6 and 7 considerations from the previous chapters lead to the core part of the thesis, the design and build of a procedure model to institutionalize B2G collaborations, the B2G Procedure Model (B2GPM). The results from the first round of design, the building blocks for B2G collaborations, are subject to Chapter 6. They conclude in a set of design principles of the B2GPM that are being introduced in the chapter. Chapter 7 covers the second round of design by refining the elements of B2G collaboration and the design principles. It continues with the design of the B2GPM. The composition, description, and documentation of the procedure model are the core part of this chapter. Chapter 8 is dedicated to the question of required organizational adoption to deploy the B2GPM. The model is seen as a procedural innovation by which B2G collaboration in customs management can be further improved. The applicability of the B2GPM is based on a series of evaluation cycles and results in the provision of influencing factors of organizational adoption.
