Abstract: | In der Entscheidung Moskaus vom 24. Februar 2022, erneut in die Ukraine einzumarschieren, kulminiert der seit 2008 zu beobachtende Trend zur Militarisierung der russischen Außenpolitik. Zugleich legt der Krieg die Schwächen der 2008 gestarteten Streitkräftereform offen. Die hohen Verluste der Armee begrenzen die militärischen Machtprojektionsfähigkeiten Russlands zum Beispiel in Syrien und in anderen Konflikten. Zudem setzen militärische Rückschläge und Teilmobilmachung einen wichtigen Pfeiler der Regimelegitimation unter Druck. |

Abstract: | Mit diesem Bericht dokumentiert das Institut für Versicherungswesen (ivwKöln) seine Forschungsaktivitäten des vergangenen Jahres. Abstract: | Der Tagungsband umfasst sämtliche Beiträge des Themennachmittags „New Work – Next Learning“, der am 22. November 2022 am Fachbereich Wirtschaftswissenschaften der Hochschule Düsseldorf stattgefunden hat. Ausgehend von der Fragestellung, welche Mitarbeiter und Führungsnachwuchskräfte Unternehmen zur erfolgreichen Bewältigung des digitalen Wandels benötigen und welche Erwartungen Studierende an zukünftige Arbeitsstrukturen und -prozesse haben, wurde auch kritisch diskutiert, welche Chancen und Risiken hierbei aus der Digitalisierung der Hochschule resultieren und was dies für zukünftige Forschungs-, Lehr- und Verwaltungsprozesse an Hochschulen bedeutet. Abstract: | The conference proceedings comprise all contributions to the themed afternoon "New Work - Next Learning", which took place on November 22, 2022 at the Department of Business and Economics at Düsseldorf University of Applied Sciences. Starting from the question of which employees and management trainees companies need to successfully master the digital transformation and what expectations students have of future work structures and processes, there was also a critical discussion of the opportunities and risks resulting from the digitization of universities and what this means for future research, teaching and administrative processes at universities. To this end, various speakers examined the conference topic from the perspective of business practice and higher education and contributed important impulses on the potential of digitization in higher and further education, the importance of self-determined and independent learning, innovative teaching and learning concepts, and a changed understanding of roles. |

Abstract: | Regional development initiatives often use governance tools adopted from the private sector. These include, for example, the allocation of funds via competitions, management by objectives, regional budgets, and management boards with the participation of public and non-public actors. With these instruments, decisions should be made independently of short-term electoral considerations, include a broader stock of knowledge, initiate innovations, promote the acceptance and motivation of local actors, use funds more economically and enable region-specific strategies and the development of self-sustaining structures. To what extent the new instruments meet these expectations has not been researched, despite decades of practice. To test the instruments of competition, regional budget, management by objectives, the participation of key persons, guide for funding support, resource plan and interregional networking, the Federal Ministry of Food and Agriculture (BMEL) conducted the pilot program Land(auf)Schwung (rural up-swing) with 13 rural regions particularly affected by demographic transformation all over Germany. The accompanying research for the pilot program has examined in the topic "Governance" to what extent the expectations of the tested instruments have been met and what unintended side effects have occurred. On this basis, recommendations for action on governance in rural regional development processes were derived. Quantitative and qualitative methods were combined to answer the research questions. Representatives of the 37 applicant regions and all members of the 13 decision-making bodies were questioned in a standardized way, and group interviews and participatory observations were carried out in the model regions at three times and at networking events. The results show, for example, that regional budgets are extremely popular with regional actors because they not only enhance the regional level of decision-making, but also offer extensive flexibility in order to keep the own funds of low-resource actors in disadvantaged regions low. The hoped-for effects of regional budgets on the effectiveness, efficiency and legitimacy of regional development, mentioned in the literature, could be hardly demonstrated in the data. On the other hand, there are negative or potentially negative effects such as high transaction costs, funding coalitions, pressure to spend funds or a lack of economies of scale in administrating the funds. Furthermore, the participation processes in the regional decision-making bodies meant that those with strong resources were favored. In addition, key players could be identified, who usually combine several functions on just a few people. On the one hand, this means a high reputation for these people, on the other hand, it is also an indication of certain dependencies, low specialization and limited involvement of the other participants. As an example of a policy recommendation, a monitoring concept was developed on the basis of governance patterns observed in the course of the development process. Using such a monitoring allows funding bodies of rural development to identify at an early stage any regional need for support or undesirable developments that make intervention in certain phases necessary. This includes, for example, the experience with corresponding funding initiatives in the region in the initiation phase, the intensity of participation after the concept phase or the commitment of funds two years after the start of the implementation phase. |

Abstract: | This article has set itself the objective of evaluating the effectiveness of the various measures implemented by the Congolese authorities to combat the negative effects of the covid 19 health crisis on the Congolese economy. To do so, the study analyzed the various measures implemented by the authorities and the objectives for which these measures were taken. It has been observed that the authorities have applied monetary and budgetary policies with the aim of stabilizing and reviving the Congolese economy which has fallen under the effects of the covid 19 pandemic. It is found after analysis that the various measures taken by the authorities have been effective because they have succeeded in stabilizing the exchange rate and inflation and in reviving the economy. This recovery was manifested by the increase in economic growth observed in 2021. |
Abstract: | Le présent article s'est fixé comme objectif d'évalue l'efficacité des différente mesures mises en œuvre par les autorités congolaises pour lutter contre les effets négatifs de la crise sanitaire à covid 19 sur l'économie congolaise. Pour y faire, l'étude a analysé les différentes mesures mises en œuvre par les autorités et les objectifs auxquels ces mesures ont été prises. Il a été observé que les autorités ont appliqué les politiques monétaires et budgétaires dans le but de stabiliser et de relancer l'économie congolaise sombrée sous les effets de la pandémie à covid 19. Il est constaté après analyse que les différentes mesures prises par les autorités ont été efficace car elles ont réussi à stabiliser le taux de change et inflation et à relancer l'économie. Cette relance s'est manifestée par l'augmentation de la croissance économique observée en 2021. |
