Abstract: | Female-to-male employment in Senegal increased by 14 percentage points between 2006 and 2011. During the same period years of education of the working age population increased 27 percent for females and 13 percent for males, reducing gender gaps in education. In this paper, we quantitatively investigate the impact of this increase in education on female employment in Senegal. To that end, we build an overlapping generations model that captures barriers that women face over their life-cycle. Our main findings are: (i) the improvement in years of education can explain up to 44 percent of the observed increased in female-to-male employment ratio and (ii) the rest can be explained by a decline in the discrimination against women in the labor market. |

Abstract: | This paper discusses cultural barriers to women’s participation and success in the labor market in developing countries. I begin by describing how gender norms influence the relationship between economic development and female employment, as well as how gender norms differ substantially across societies at the same level of economic development. I then discuss in more detail specific gender-related social norms and how they constrain women’s employment. I present examples of policies aimed at dismantling these cultural barriers to female employment and the impacts they have. |

Abstract: | We investigate the effect of term limits on female political representation. Using data from Philippine municipalities where strict term limits have been in place since 1987, we show that term limits led to a large increase in the number of women running and winning in mayoral elections. However, we show that this increase is entirely driven by female relatives of the term-limited incumbents. We further show that the differential gender impact of this policy is driven by political dynasties' adaptive strategies to stay in power. |

Abstract: | In the aftermath of the global financial crisis, policymakers have been increasingly striving to support female entrepreneurship as a possible growth driver. This paper contributes to reconciling mixed findings in the literature on the effectiveness of entrepreneurial training with an analysis that links training and human capital, including tertiary education and non-cognitive skills, with gender gaps in entrepreneurial performance in Africa. We have found that while financial literacy training directly benefits men, it does not raise the sales level of women entrepreneurs. Instead, tertiary education has a direct positive link with the performance of women. Consistent with our theoretical model where different skills are complements, tertiary education can act as a channel that makes training effective. Regarding non-cognitive skills, evidence shows that women entrepreneurs who are tenacious achieve stronger sales performance. Our results underscore the importance of incorporating tertiary education and entrepreneurial training programs focused on a balanced set of skills, including non-cognitive skills, among policies for women entrepreneurs. |
