    Abstract: Existing restrictions on the unevenness of spatial development and the condition of the transport network, in particular the road network, constrain further development of the industry and outpacing economic growth. Optimality of spending on the construction of new and development of existing transport infrastructure depends on the identification of features (growth and development zones) and existing limitations of the transport network. This study provides a detailed analysis of the current configuration of the road network in Russia, as well as proposals for the development of the road network between the subjects of the Russian Federation using economic and mathematical modeling methods

    Abstract: This working paper is devoted to identifying patterns of spatial and sectoral distribution of foreign direct investment enterprises in the Russian Federation and to developing recommendations for optimizing the strategy of attracting foreign direct investment to the Russian Federation. The following methods were applied: the method of macroeconomic modeling, evaluation of econometric models, as well as logical, systemic, comparative, economic and statistical analysis. Statistical data at the enterprise level were used from the «RUSLANA» and «SPARK-INTERFAX» databases. The results allow to point out some characteristic features of the spatial distribution of foreign enterprises, which must be taken into account when forming a picture of preferences of foreign investors and the policy of attracting foreign investors to Russian regions.

    Abstract: The education system forms human potential, which is one of the most important resources for social and economic development, on the use of which the implementation of development strategies for the constituent entities of the Russian Federation, individual sectors and complexes of the economy should be based. The goals and objectives set in the Decree of the President of the Russian Federation of May 7, 2018 No. 204 determined the content of national projects in the social sphere and science, state construction, ensuring the country's environmental security, spatial development and other industries and spheres of activity. The decree sets the vector for Russia's development in the medium term. At the same time, the processes and reforms that will be launched in this period will largely determine the development of the country for a longer period. The relevance of the problem of determining the place and role of the education system in solving strategic problems in the socio-economic development of the Russian Federation, including the relationship of the National Project "Education" with other national projects, is obvious. This work examines the issues that reveal the relationship between the development of education and the fight against poverty.

    Abstract: Importance The analysis of the place and role of leading dairy companies in the formation of the modern Russian market for milk processing is of great theoretical and practical importance. It focuses on identifying ways in which leading dairy companies have taken a broad position in the industry and geographical scope of their operations. Moreover, these methods are clearly linked to the motives for conducting competition in the market and form a dichotomy, «motive-method»: 1) «leadership-the development of internal potential resources (abilities)», 2) «market power-a strategy of horizontal integration». Both «motives-ways» form a unity of opposites, generating, on the one hand, the desire for maximum diversity of dairy products with recognizable brands, on the other hand, aggressive regional expansion, high concentration on the market and the use of various forms of anti-competitive practices. Objectives The purpose of the study is to analyze the opportunities and threats associated with the influence of leading dairy companies – PepsiCo (USA), Danone (France) and JSC Molvest on individual milk processing markets in the context of the advantages of location, using the example of the markets of the Voronezh and Leningrad regions. Methodology The methodology of research of ways to ensure the growth of the scale of activities of leading dairy companies is based on three approaches: the theory of competitive positioning, the resource concept and the transaction approach, which allow describing the process of forming a business group of a leader company in a three-part sequence: growth – development – structure. Results The influence of leading dairy companies on regional markets of milk processing is considered. The conducted research allowed us to identify imbalances in the volume of processing and production of raw milk in markets with a dominant position of dairy enterprises controlled by leading companies, due to their policy of regional expansion. Conclusions and Relevance Leading dairy companies define the «rules of the game» that are mandatory for all participants in the market of milk processing, but some ways of conducting competition are far from clear. In particular, the problem is caused by such a way of organizing purchases as" cross-sourcing", as well as the application of price discrimination to farms-suppliers. All this increases the importance of antitrust policy in regulating certain segments of the dairy industry.

    Abstract: The work is devoted to the analysis of the dependence of the Russian financial sector on the state, the assessment of the impact of the state presence in the assets of financial companies on the dynamics of the development of the financial sector as a whole, as well as the study of the regulatory impact on the functioning of financial institutions, both banking and non-banking. The relevance of the work is determined by the scale of dependence of the financial sector on the state: Russia ranks first in the world in terms of the state's share in the assets of commercial banks, a similar indicator in the assets of non-state pension funds exceeds 90%, the regulatory burden on the insurance and investment markets is so great that it leads to a lack of opportunities for the emergence of new players and intensive development. The work contains a retrospective analysis of the state's presence in the financial market, an analysis of the regulatory and supervisory burden on the financial services market, a comparative analysis of the size of financial markets, as well as a comparative analysis of the state's presence in the financial markets.

    Abstract: The crime rate of the population is an important indicator of the quality of life and social well-being in the country. Crimes make a negative contribution to the social background, to the health and mortality of the population. Juvenile delinquency, among other things, is the basis and reserve of adult criminality. Currently, crime rates are on the decline. At the same time, the level of crime and indicators of other juvenile delinquencies indicate the urgency of this problem. In the studies of foreign and domestic scientists, there are many factors that, to one degree or another, affect the level of juvenile delinquency. In the past few years, Russian media and scientific articles have increasingly begun to cover the AUE movement, characterized by various juvenile delinquency. The aim of this work is to analyze the existence of the AUE movement in the regions of Russia (based on a sociological study) and to assess its impact on the dynamics of juvenile delinquency in Russia and the regions.

    Abstract: This report presents the main results of the research on the Methodological approaches to assessing the sustainability of public sector external debt. The paper provides an overview of definitions and empirical approaches to assessing the sustainability of a country's external debt, and analyzes current trends in the dynamics of the debt burden of developed and emerging countries as well. Using a probabilistic approach to the external debt sustainability index, an assessment was made of the probability of solvency of the Russian Federation in terms of external debt, taking into account the specific shocks for the oil-exporting country. Using a binary tree model in a sample of developing countries, we identified the that increase the likelihood of default. Despite maintaining a low level of Russia's external public debt, further loans may be undesirable.

    Abstract: The article presents the results of multivariate classification of Russian regions by the indicators characterizing the population income and their concentration. The clusterization was performed upon an author approach to selecting the characteristics which determines the academic novelty in the evaluation of regional differentiation by population income and the interconnected characteristics. The performed analysis was aimed at the evaluation of the real scale of disproportions in spatial development of the country territories by the considered characteristics. The clusterization results allowed to formulate the condition of a relatively "strong" position of a group of high-income regions (the changes in the array of regions constituting it is highly unlikely in the foreseeable future). Additionally there has been revealed a group of Russian regions that the population is struggling to live on quite low income. These so-called "poor" regions, within the crisis conditions caused by Covid-19 are in need of additional public support, without which their population will impoverish.

    Abstract: The aim of the study is, on the one hand, to identify the main and the most widespread types of socio-economic and demographic behavior of the Russian youth and, on the other hand, to find out new types of behavior that appear in the youth environment that will consequently spread among other age cohorts. The informational base of the study is the survey among groups of young people (in the age from 18 to 35) conducted basing on the representative sample all over Russia. The analysis of empirical data allowed to reveal the models of ’Millennials’ economic activity. The new and traditional models of labour and financial behavior are studied. The basic and new models of demographic behavior are found out. The social practices common for young people as well as the forms of solidarity among generations are analyzed.

    Abstract: This work is devoted to the pharmacoeconomic analysis of the results of the introduction of early (preclinical) diagnosis of Parkinson's disease in Russia. On the basis of a combination of socio-economic determinants and a panel of blood biomarkers, it may be possible to identify among the entire population a “risk group” - people most likely to develop parkinsonism or are already sick with it at the preclinical stage. Together with the approach traditionally used in the pharmacoeconomics of chronic and long-term diseases, based on the representation of the dynamics of the development of the disease using Markov chains - discrete random processes without memory - this makes it possible to analyze the economic effects of early detection of cases and conducting preventive preclinical therapy. The work investigated the Markov model of Parkinson's disease, consisting of nine states - five states corresponding to the stages HY1-HY5, two preclinical states ("risk group", "prodromal state"). Using as the initial data for the model, the probability of transition between states and health-adjusted quality of life (HRQoL) estimates, published in a number of works of researchers affiliated with AbbVie Corporation, and calculating the cost of therapy based on open data on the cost of drugs and procedures in Russian market (eapteka, apteka.ru, piluli.ru, website of the Ministry of Health of the Russian Federation), the work shows that due to the introduction of preclinical diagnostics and preventive treatment at preclinical stages, identified patients can significantly increase the average survival time (in quality of life-adjusted years) compared to standard therapy, and the average cost per patient until the end of life can be significantly reduced.

    Abstract: The relevance of the work carried out to assess the conditions and prospects for the development of regional banks is due to the uncertainty of the development of the banking system of the Russian Federation in general and regional banks in particular in the long term; the increasing contribution of the financial sector to the social and economic development of the country; the high significance of possible crises in the banking sector for the financial stability of the national economy as a whole. The paper analyzes the conditions of functioning and the results of the activities of credit institutions registered in the Far Eastern Federal District, as well as branches of banks located in this district. A survey was conducted of the opinions of shareholders and heads of credit institutions on the following topics: strengths and weaknesses of regional banks, opportunities and threats to development; conditions in the corporate and retail lending market; the state of the interbank lending market; strategic development goals of banks; development prospects of regional banks. In this work, a comparative analysis of the results of surveys of banks in all federal districts was also carried out.

    Abstract: Analysis of the state and development of Russian education on the basis of education monitoring data, FSN results and sociological surveys is aimed at identifying the dependence of the indicators of regional educational systems on external socio-economic factors. The analysis examines the characteristics of the educational system that affect the success of young people in post-school life. The connections and dependencies identified as a result of the analysis can be used in the development of regional educational policy aimed at involving school graduates in vocational education and training, reducing youth unemployment, and increasing the economic activity of young people.

Due to the fact that the main tool of personnel management is the FSIS "Unified information system for managing the personnel of the state civil service of the Russian Federation" (FSIS "UISU KS"), the current model of personnel work with new volumes of information in the civil service was assessed and promising directions of personnel work on the basis of FGIS "UISU KS". The study is based on both theoretical developments and practice-oriented ones, based on the results of the implementation at the RANEPA under the President of the Russian Federation on the basis of the Higher School of Economics of the project of methodological support for the work of personnel departments in the FSIS "UISU KS".

    Abstract: The preprint was prepared on the basis of research work carried out at the RANEPA under the President of the Russian Federation in 2019. This paper proposes a model for assessing the risks of projects of companies in which there is R&D (Research & Development) - research and development work (R&D), a set of measures that includes both scientific research and the production of prototypes and small-scale samples products prior to the launch of a new product or system into industrial production. In this work, a method for assessing the corresponding risks was developed using a modified VaR measure for this application. The constructed model makes it possible to assess the risks of projects with R&D using the risk measure VaR with all possible parameters present in the model. At the same time, the paper analyzes the level of influence of projects with R&D on the economy as a whole.

    Abstract: The paper proposes an approach for modeling and evaluating the process of public procurement from the basis of key findings of auction theory. The study has the following structure: the first chapter provides a literature review devoted to modeling and empirical evaluation of the effectiveness of auctions and the public procurement market. The second chapter provides a brief characteristic of the current state and legal foundations of procurement practices in Russia. The third chapter proposes an empirical assessment of a model of determinants of choosing a public procurement procedure by an auctioneer, and a model for evaluating the effectiveness (by the price of a contract) of existing public procurement procedures. The fourth chapter analyzes the main measures of economic policy in the field of procurement regulation, as well as the applicability of these measures in Russia. At the end of the paper, the main findings of the study and recommendations formed on their basis are presented.

    Abstract: This study examines how crude oil price volatility affected the stock returns of major global oil and gas corporations during three major oil-price wars that took place between October 1991 and June 2020. Episodes considered include the 1998 Saudi Arabia—Venezuela war, the 2014-16 conflict and the 2020 Saudi Arabia—Russia war in a time of unprecedented crisis caused by the COVID-19 pandemic. Our findings reveal a significant evidence for volatility persistence and leverage effects in oil price during the three oil-price wars. These findings are consistent for WTI as well as Brent crude oil specifications. Though the persistence of volatility is similar to that of the previous two oilprice wars, the 2020 Saudi Arabia—Russia oil-price war has higher volatility spikes than the previous two wars. Besides, oil price shocks have a significant and positive effect on the returns of oil and gas companies. These findings provide information on how volatility in global oil prices is also sensitive to irregular events such as price wars between oil producers. This information can be important for economic agents contemplating shorter hedges by managing risks during times of high volatility.

    Abstract: This study sets the task of studying the legal aspects of corporate governance in the context of existing international law. Consideration of issues related to the legal aspects of corporate governance is of great importance for the development of common criteria for evaluating their activities from the point of view of existing legal norms. The development of ever new forms of public organizations and the need to develop legislative norms to regulate their activities only emphasizes the importance of the issue under study. The relevance of this problem is of particular importance in light of the fact that to date, the laws of most countries have not yet developed clear criteria governing the corporate activity. This fact leads to difficulties in studying this issue and the high probability of misunderstanding in matters of corporate activity and corporate governance features, not to mention giving this activity a proper assessment from the standpoint of the norms of current legislation. This study sets the task of studying the fundamental legal rules regulating the corporate governance of Ukraine and foreign countries with the identification of the similarities and differences of existing legal standards. The method of comparative analysis of works of domestic and foreign researchers in the framework of the subject under consideration was selected. The applied value of this material is to identify the main criteria for the compliance of the current aspects of corporate governance with international law with a view to the subsequent application of the results in practice. The research prospects in this direction from a legal point of view consist in comparing the current legislative acts regulating international law with regard to corporate governance issues, which opens up great opportunities for analysis of all the provisions of corporate governance and bringing them into line with the norms of existing international law.

    Abstract: Numerical information can be represented in three formats: two symbolic (visual (digits) and verbal (number words)) and one nonsymbolic (analog) format. Studies have shown that the precision of symbolic numerical representation is associated with math performance. The precision of symbolic representation is mostly discussed as the precision of representation in a visual format, whereas the precision of representation in verbal format and its relation with math performance is less studied. The current study examines the precision of symbolic numerical representation in visual and verbal formats and the relationship between such precision and math performance when controlling for prior math performance, nonsymbolic numerical representation, phonological processing, reading skills and working memory. We used data from 367 Russian first graders (mean age, 7.6 years; 53% girls). To assess the precision of symbolic numerical representation, magnitude comparison tasks with digits and number words were used. It was found that the precision of symbolic representation in verbal format did not have a direct effect on math performance, but has an indirect effect via visual format of symbolic representation, even when controlling for prior math performance and other cognitive abilities.

    Abstract: South Korea has had a continuous engagement with significant trade, investment and security matters simultaneously in its relations with other nations. South Korea’s bilateralism with China is a part of a larger milieu which China has been constructing, that includes the Belt and Road Initiative (BRI) and the Asian Infrastructure Investment Bank (AIIB). South Korea has become a member of the AIIB in December 2015 and it has not joined the BRI. The discussion here also concerns South Korea-China FTA agreement’s aftermath. China is a nation with a very broad range of regional, intraregional and global ambitions and strategies. Undoubtedly, the East Asian security framework has an overbearing impact on the trade and investment environment. Moreover, the relations between Seoul and Pyongyang are relevant to the economic and political developments in East Asia. There are earlier discussions of the structure of the US-South Korea and China-North Korea alliances and there is also prior coverage of the effects of China on North Korean economy and the consequences for South Korea, neither of which will not be recapped here due to lack of space. South Korea, together with the US, Japan, North Korea, China and Russia, has been engaged in a long process of negotiations in several ‘six party talks’ since 2003, to bring a lasting peace to the Korean Peninsula, which have not, as yet, led to a final outcome, as has been the case with the series of the US and North Korean disarmament talks that originated in 1994. While these issues are relevant to the larger context of the topic, in this discussion, the focus is on the South Korean economic model and business systems and its interaction with the Chinese economy and the 2015 FTA and the Chinese business systems.

    Abstract: In the early nineties Central and East European Countries (CEEC) took considerable liberalisation efforts which led to visible changes in CEEC trade. In the period under observation, from 1995 to 2016, these countries recorded high growth rates, which exceeded the performance of other regions, such as the OECD and Russia. These trade developments are described and interpreted in this note on a descriptive rather than an analytical basis. First, trade volumes by goods categories are examined to account for what kind of goods are the major trade growth drivers. The expansion of CEEC imports and exports can be accounted for by trade growth specifically of goods used in production, i.e., parts and components, capital goods and transport equipment. It can be associated with the development of vertical production networks among the old EU member states and the new EU-8 countries. Examining EU-8 exports to and imports from Germany confirms this finding: EU-8 states tend to import parts and components and intermediate goods from Germany to produce and export parts and components or final capital goods to Germany. Using the notion of comparative advantage further helps to attribute the extensive development of vertical linkages with the CEEC to the similarity of sectoral productivity vectors between the CEEC and the rest of the world. Second, the effects of liberalisation on the variety versus the intensity of trade are described. The liberalisation of the CEEC economies is expressed by the strong rise in newly traded goods, especially goods used in production, rather than volume growth in already traded goods. Considering imports, a higher input variety might thereby signal a change of the economy’s state of technology.
