    Abstract: This paper investigates the impact of international migration on internal mobility patterns in Turkey between 2014 and 2022. Using rich bilateral migration flow data, we explore heterogeneity by migrant type and nationality. Our findings indicate that an increase in the share of foreigners in a province is associated with higher out-migration of Turkish nationals. In contrast, a greater share of refugees tends to reduce native internal migration, highlighting distinct effects based on migrant status. We also find substantial variation by migrant nationality, suggesting once more that the characteristics of migrants shape their impact on native mobility. Further, we uncover asymmetric effects: the effect of foreign presence is more pronounced in provinces with initially low levels of internal mobility. Finally, by incorporating subjective measures of satisfaction with public services, we show that both access to and satisfaction with local services significantly influence internal migration decisions.

    Abstract: Résumé- L'engagement dépasse largement la simple appartenance. Un salarié engagé est capable de traduire son engagement en des comportements performants dits dans la littérature des ‘'comportements de citoyenneté'' qui représentent des formes de conduites volontaires qui mènent vers une performance supérieure (Organ, 1988). Pour les managers marocains, il est un véritable levier de compétitivité pour les entreprises. Etrangement, peu d'études sont disponibles sur le sujet. L'entreprise quant à elle, reconnait l'impact de puissants leviers organisationnels comme le leadership et la justice sociale. Ces facteurs, qui dépendent de la qualité des dispositifs RH, sont à leur tour capables, quand ils sont en cohérence avec la stratégie de l'entreprise, d'améliorer significativement la performance (El Adraoui, 2015 ; Arcand, 2001). La question qui se pose est de comprendre comment le leadership et la justice sociale peuvent-ils agir sur les liens supposés exister entre l'engagement avec ses différentes formes et les comportements performants des salariés ? la réponse se fera en deux temps : (1) Vérifier la pertinence des liens Engagement-Comportements performants et (2) Examiner la nature de la médiation exercée par leadership et la justice sociale. L'analyse proposée fait appel à une approche originale qui consiste à contextualiser le profil du ‘'salarié citoyen'' issu du modèle initial de Organ (1988) grâce aux retours d'un panel de DRHs marocains. Le construit obtenu sera mobilisé ensuite dans le travail empirique administré auprès d'un échantillon de 40 cadres supérieurs au Maroc. Les questionnés ont des expériences confirmées dans la gestion des équipes pendant au minimum 10 ans. Ce choix est justifié par l'importance d'avoir des retours fiables sur le leadership et la justice sociale dans un contexte où l'information sociale demeure verrouillée.

    Abstract: In a context of increasing digitalization of supply chains, this research investigates the impact of perceived information system (IS) quality on logistics performance in the Moroccan pharmaceutical sector. Adopting a behavioral approach, the study incorporates organizational factors (training, user participation, managerial support), usage dimensions (system use and user satisfaction), and a subjective assessment of IS quality. Based on a sample of 279 IS users from 67 organizations, the data were analyzed using the PLS-SEM method. Findings confirm that logistics performance is significantly influenced by perceived IS quality, which itself is built through usage and satisfaction. A key methodological contribution of this study lies in the modeling of "system use" as a formative second-order construct, composed of four operational dimensions. The study highlights the crucial role of human and organizational factors in shaping IS appropriation and enhancing performance in logistics environments.     Abstract: Dans un contexte marqué par la digitalisation croissante des chaînes logistiques, cette recherche examine l'impact de la qualité perçue des systèmes d'information (SI) sur la performance logistique dans le secteur pharmaceutique marocain. En mobilisant une approche comportementale, l'étude intègre des variables organisationnelles (formation, participation, soutien managérial), des dimensions d'usage (utilisation effective et satisfaction utilisateur), ainsi qu'une mesure subjective de la qualité perçue du SI. À partir d'un échantillon de 279 utilisateurs de SI issus de 67 établissements, l'analyse a été conduite via la méthode PLS-SEM. Les résultats confirment que la performance logistique est significativement influencée par la qualité perçue du SI, elle-même construite par l'usage et la satisfaction. L'originalité méthodologique de ce travail réside dans la modélisation de l'utilisation du SI comme une variable de second ordre formative, intégrant quatre dimensions opérationnelles. L'étude met en évidence le rôle déterminant des facteurs humains et organisationnels dans l'appropriation des SI logistiques et leur contribution à la performance.     Abstract: Drawing on the Resource-Based View and the Dynamic Capabilities Theory, this study aims to investigate the effect of entrepreneurial orientation on small and medium-sized enterprises (SME) performance. Additionally, it examines the mediating role of market orientation and learning orientation in the relationship between entrepreneurial orientation and SME performance. Finally, the study explores the sequential mediation effect of market orientation and learning orientation between entrepreneurial orientation and SME performance to understand how the joint mobilization of these strategic resources transforms entrepreneurial actions into superior organizational performance. This study adopts a quantitative approach, using convenience-based non-probability sampling to collect data from 113 managers of Moroccan SMEs operating across various sectors. The collected data are analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) to test the proposed hypotheses. The results indicate that entrepreneurial orientation has a positive and significant direct effect on the performance of Moroccan SMEs. Furthermore, market orientation partially mediates the relationship between entrepreneurial orientation and SME performance. However, the mediating effect of learning orientation was found to be non-significant in the link between entrepreneurial orientation and SME performance. Finally, the study found the existence of a sequential mediation effect exerted by market orientation and learning orientation in the relationship between entrepreneurial orientation and SME performance. This study is the first to explore the sequential mediating role exercised jointly and successively by market orientation and learning orientation in the relationship between entrepreneurial orientation and SME performance. Notably, the entrepreneurial orientation of SME in Morocco has not been previously studied, offering a valuable contribution to the literature on emerging economies, which remains underexplored in entrepreneurial orientation research. Lastly, a surprising result emerges compared to previous studies: learning orientation does not play a mediating role between entrepreneurial orientation and performance, thus challenging the universality of this mechanism and opening new avenues for research into contextual factors, particularly in SMEs of developing countries.

    Abstract: la comptabilité analytique s'impose comme un levier stratégique pour améliorer la qualité de la prise de décision dans les administrations publiques marocaines. Ces institutions sont confrontées à des défis majeurs en matière d'efficience, de réactivité et de pertinence de leurs choix stratégiques, dans un environnement marqué par des contraintes budgétaires et des attentes croissantes des citoyens. Cette recherche mobilise un cadre théorique pluridisciplinaire, fondé sur la théorie de la rationalité limitée, la théorie du traitement de l'information et la théorie de la contingence, pour analyser l'effet des dimensions clés de la comptabilité analytique (qualité de l'information, accessibilité des données, alignement stratégique) sur les composantes de la qualité décisionnelle (efficacité, rapidité, pertinence). Une étude quantitative a été menée auprès d'un échantillon d'administrations publiques, et les résultats obtenus confirment l'impact positif et significatif de ces dimensions sur la prise de décision. L'étude propose enfin des recommandations managériales pour renforcer le pilotage stratégique au sein du secteur public marocain.

    Abstract: This article examines the impact of digital adoption on workplace well-being, focusing on the case of Moroccan banks. Based on a narrative literature review drawing from key theories in technology management and work psychology, a conceptual model is proposed to analyze the factors influencing digital adoption (such as attitude, social influence, facilitating conditions, and compatibility) as well as its direct effects on job characteristics, work environment, organizational climate, recognition, and organizational benevolence. These dimensions are considered essential sources of workplace well-being. The study aims to provide a comprehensive understanding of the organizational dynamics involved in the digitalization of work processes, while also laying the groundwork for future empirical research to test the proposed hypotheses. The expected outcomes are intended to guide managerial practices and human resource policies, helping to maximize the benefits of digital technologies without compromising employees' quality of life. Ultimately, this research seeks to fill an empirical gap regarding digital adoption in the Moroccan banking sector.
    Abstract: Cet article s'intéresse à l'impact de l'adoption du digital sur le bien-être au travail, en se concentrant sur le cas des banques marocaines. À travers une revue de littérature narrative, mobilisant les principales théories en management des technologies et en psychologie du travail, un modèle conceptuel est proposé pour analyser les facteurs influençant l'adoption du digital (attitude, influence sociale, conditions facilitantes, compatibilité), ainsi que ses impacts directs sur les caractéristiques du poste, l'environnement, l'ambiance, la reconnaissance et la bienveillance organisationnelle. Ces dimensions sont considérées comme des sources essentielles du bien-être au travail. L'étude vise à fournir une compréhension approfondie des dynamiques organisationnelles liées à la digitalisation, tout en préparant une recherche empirique future destinée à tester les hypothèses formulées. Les résultats attendus permettront d'orienter les pratiques managériales et les politiques RH afin de maximiser les bénéfices du digital tout en préservant la qualité de vie des salariés. Cette recherche contribue ainsi à combler un vide empirique concernant l'adoption du digital dans le secteur bancaire marocain.

    Abstract: This article examines the impact of monetary policy, inflation and the real effective exchange rate (REER) on the output gap in Morocco, in an economic context marked by recurring internal and external shocks. Using an ARDL model on annual data covering the period 1990-2023, the study distinguishes between the short-term and long-term effects of the main macroeconomic variables on the output gap. The results show that money supply has a significant short-term effect, reflecting the relative effectiveness of monetary policy in stimulating demand and mitigating cyclical gaps. In contrast, in the long term, only the TCER has a positive and significant influence, highlighting the crucial role of external competitiveness in reducing the output gap. Inflation, on the other hand, has no statistically significant impact, reflecting the caution of Moroccan monetary policy in the face of inflationary risks. The article recommends close coordination between monetary and exchange rate instruments, as well as a strengthening of structural policies, in order to ensure greater macroeconomic resilience.
    Abstract: Cet article examine l'impact de la politique monétaire, de l'inflation et du taux de change effectif réel (TCER) sur l'output gap au Maroc, dans un contexte économique marqué par la récurrence de chocs internes et externes. En mobilisant un modèle ARDL sur des données annuelles couvrant la période 1990–2023, l'étude distingue les effets à court et à long terme des principales variables macroéconomiques sur l'écart de production. Les résultats montrent que la masse monétaire a un effet significatif à court terme, traduisant l'efficacité relative de la politique monétaire pour stimuler la demande et atténuer les écarts conjoncturels. En revanche, à long terme, seul le TCER exerce une influence positive et significative, mettant en évidence le rôle crucial de la compétitivité externe dans la réduction de l'output gap. L'inflation, quant à elle, ne présente pas d'impact statistiquement significatif, ce qui reflète la prudence de la politique monétaire marocaine face aux risques inflationnistes. L'article recommande une coordination étroite entre les instruments monétaires et de change, ainsi qu'un renforcement des politiques structurelles, afin de garantir une meilleure résilience macroéconomique.

    Abstract: This paper examines the distribution of powers in tax decision-making in Morocco, revealing a deep-rooted inequity embedded in the country's political history. From the Makhzen state, where the Sultan held a tax monopoly used as a tool of control, to the contemporary state, taxation has remained a domain dominated by the executive and the monarchical institution, marginalizing Parliament and countervailing powers. The colonial period rationalized the system not to make it fairer, but to serve economic exploitation, thereby deepening inequalities. After independence, despite the appearance of modernization, tax decision-making remained concentrated in the hands of the monarchy and influenced by international financial institutions, while economic elites, such as the CGEM, have exerted growing pressure. This system, marked by a democratic deficit and lack of transparency, contradicts the official discourse on tax justice. To address this, it is essential to strengthen parliamentary autonomy, ensure genuine representation, and transform taxation into a lever for redistribution and democratic legitimacy.
    Abstract: Cet article examine la répartition des pouvoirs dans la décision fiscale au Maroc, révélant une inquiétudeprofonde ancrée dans l'histoire politique du pays. Depuis l'État du Makhzen, où le sultan détenait un monopole fiscal utilisé comme instrument de contrôle, jusqu'à l'État contemporain, la fiscalité est restée un domaine dominé par le pouvoir exécutif et l'institution monarchique, marginalisant le Parlement et les contre-pouvoirs. La période coloniale a rationalisé le système non pas pour le rendre plus juste, mais pour servir l'exploitation économique, creusant ainsi les inégalités. Après l'indépendance, malgré une apparence de modernisation, la décision fiscale est restée concentrée entre les mains de la monarchie et influencée par les institutions financières internationales, tandis que les élites économiques, comme la CGEM, exercent une pression croissante sur les réformes. Ce système, marqué par un déficit démocratique et un manque de transparence, dément le discours officiel sur la justice fiscale. Pour y remédier, il est essentiel de renforcer l'autonomie du Parlement, d'assurer une véritable représentativité et de faire de la fiscalité un levier de redistribution et de légitimité démocratique.     Abstract: Using country-industry panel data between 1980 until 2019, I estimate the causal effects of financial crises, with total impact given by the sum of a direct effect on all industries and an external finance dependence channel. Currency crises have the worst impact of all types of crises across all countries. Financial crises of all types are substantially worse for the Middle East and North Africa (MENA) economies. For MENA, there is a manufacturing growth reduction of 2.8%, 6% and 1.2% during banking, currency and sovereign debt crises. There is substantial heterogeneity across the MENA, with Morocco, Iraq and Israel experiencing a much stronger impact from all types of financial crises.

    Abstract: In recent years, there has been increasing discussion about the professional integration of graduates. Many graduates face difficulties in finding employment. In Morocco, as in other countries, the professional integration of graduates is a major concern in national development policies. In fact, most young graduates from educational institutions have difficulty finding employment. As a result, youth unemployment is one of the major problems facing economies. In Morocco, the emergence of vocational training centers aims to ensure a better match between the training of young people and the needs of the market. This training-employment match remains a subject of debate, as vocational training institutions prepare young people to enter the labor market and contribute to economic growth. The objective of this article is to assess the impact of vocational training on the employability of graduates. To do this, we used the propensity score matching method as a means of assessing the impact. To this end, we used the household panel survey conducted by the National Observatory for Human Development in 2023. This survey was carried out on a sample of 16, 000 households in order to ensure that the results on human development were representative of the region. The results obtained are analyzed using the propensity score matching method via STATA software. They reveal a significant impact of vocational training on labor market integration. These results will be discussed on the basis of the issues raised in the literature review.
    Abstract: Au cours de ces dernières années, les discours sur l'insertion professionnelle des diplômés ne cessent de prendre de l'ampleur. Nombreux sont les diplômés qui se confrontent aux difficultés d'accès à l'emploi. Au Maroc comme dans les autres pays, l'insertion professionnelle des diplômés constitue une préoccupation majeure dans les politiques nationales de développement. En effet, la plupart des jeunes diplômés des établissements de formation éprouvent des difficultés pour accéder à un emploi. Ainsi, le chômage des jeunes constitue l'un des problèmes majeurs auxquels les économies sont confrontées. Au Maroc, l'émergence des centres de formation professionnelle a pour objectif d'assurer une meilleure adéquation entre la formation des jeunes et les besoins du marché. Cette adéquation formation-emploi reste un sujet de débats, en effet, les établissements de formation professionnelle préparent les jeunes pour affronter le marché de travail et contribuer à la croissance économique. L'objectif de cet article est d'évaluer l'impact de la formation professionnelle sur l'employabilité des lauréats. Pour ce faire, nous avons utilisé la méthode d'appariement par le score de propension comme moyen d'évaluation de l'impact. Pour ce, nous avons utilisé l'enquête panel de ménages qui a été menée par l'Observatoire National du Développement Humain en 2023, cette enquête a été réalisée auprès d'un échantillon de 16 000 ménages afin de garantir une représentativité régionale des résultats sur le développement humain. Les résultats obtenus sont analysés par la méthode d'appariement par le score de propension via logiciel STATA. Ils révèlent un impact significatif de la formation professionnelle en matière d'insertion sur le marché du travail. Many graduates face difficulties in finding employment. In Morocco, as in other countries, the professional integration of graduates is a major concern in national development policies. In fact, most young graduates from educational institutions have difficulty finding employment. As a result, youth unemployment is one of the major problems facing economies. In Morocco, the emergence of vocational training centers aims to ensure a better match between the training of young people and the needs of the market. This training-employment match remains a subject of debate, as vocational training institutions prepare young people to enter the labor market and contribute to economic growth. The objective of this article is to assess the impact of vocational training on the employability of graduates. To do this, we used the propensity score matching method as a means of assessing the impact. To this end, we used the household panel survey conducted by the National Observatory for Human Development in 2023. This survey was carried out on a sample of 16, 000 households in order to ensure that the results on human development were representative of the region. The results obtained are analyzed using the propensity score matching method via STATA software. They reveal a significant impact of vocational training on labor market integration. These results will be discussed on the basis of the issues raised in the literature review.     Abstract: This paper thoroughly examines the implementation and potential impact of the new investment charter in Morocco, focusing on its role in enhancing the country's investment climate. While it is premature to fully assess concrete outcomes, the charter shows promising prospects for boosting investments. It introduces attractive territorial incentives and strengthens legal certainty through improved land registration aimed at revitalizing high-potential investment zones. The study highlights challenges faced, such as the difficulty in gathering comprehensive quantitative data due to the novelty of the charter. Despite these obstacles, interviews conducted with investors have provided initial insights into perceptions and early observed effects. In conclusion, this research calls for further research to better understand how the charter can promote sustainable economic development in Morocco. It emphasizes the importance of ongoing evaluation to fine-tune policies and maximize benefits for the country's economy and investors.

    Abstract: This study explores the introduction of Overnight Index Swaps (OIS) to the Moroccan financial market. OIS are financial derivatives that involve the exchange of fixed interest rate payments for floating payments linked to an overnight index, and they are widely used for interest rate risk management. The primary goal of this research is to assess the feasibility and potential impact of OIS in Morocco through a thorough analysis of their characteristics, benefits, and the regulatory environment. A detailed examination of OIS reveals their potential advantages for Moroccan businesses and financial institutions, including improved interest rate risk management and increased liquidity. The study also evaluates the current regulatory framework in Morocco, assessing its readiness to support the introduction of OIS, and identifies key market participants and their needs for such financial instruments. To provide insights into market dynamics and future trends, the study employs quantitative models such as ARIMA (Auto Regressive Integrated Moving Average), SARIMA (Seasonal ARIMA), and the Simple Moving Average (SMA) method. These models are used to analyze historical interest rate data, identify patterns, and forecast future movements, thereby aiding in understanding the potential impact of OIS on the Moroccan market. The findings suggest that OIS could significantly enhance risk management practices and contribute to market stability in Morocco. By providing effective hedging against interest rate volatility, OIS can reduce financial uncertainty for institutions and corporations. Additionally, the introduction of OIS could attract more foreign investment and stimulate the growth of Morocco's financial derivatives market.
