    Abstract: The healthcare sector, as a cornerstone of a nation's well-being and socio-economic development, requires strong governance and continuous improvement in the quality of services provided. In Morocco, hospital accreditation represents a major project aimed at achieving excellence in care and efficiency in the management of healthcare facilities. This is part of the Public Quality Management framework, incorporating demanding standards and precise evaluations to raise the standards of public healthcare in line with national and international norms. This study delves deeply into the crucial contribution of hospital accreditation to healthcare sector governance in Morocco, highlighting the mediating role of Public Quality Management. It also analyzes the legal foundations of the Moroccan healthcare system, approaches to hospital accreditation, and aspects of Quality Approach in the Hospital Environment, aiming to enhance the quality of care and improve the performance of healthcare facilities. Finally, it presents a conceptual research model to better understand the impact and potential benefits of the hospital accreditation project in Morocco, with the aim of optimizing the country's healthcare system.
    Abstract: Le secteur de la santé, en tant que pierre angulaire du bien-être et du développement socio-économique d'une nation, requiert une gouvernance solide et une constante amélioration de la qualité des services offerts. Au Maroc, l'accréditation hospitalière représente un projet majeur visant l'excellence des soins et l'efficacité dans la gestion des établissements hospitaliers. Cela s'inscrit dans le cadre du Management Public par la Qualité, intégrant des normes exigeantes et des évaluations précises pour élever les standards des soins de santé publics conformément aux normes nationales et internationales. Cette étude explore en profondeur la contribution cruciale de l'accréditation hospitalière à la gouvernance du secteur de la santé au Maroc, en mettant en lumière le rôle médiateur du Management Public par la Qualité. Elle analyse également les fondements juridiques du système de santé marocain, les approches d'accréditation hospitalière et les facettes de la Démarche Qualité en Milieu Hospitalier, visant à valoriser la qualité des soins et à améliorer la performance des établissements de santé. Enfin, elle présente un modèle conceptuel de recherche pour mieux comprendre l'impact et les avantages potentiels du projet d'accréditation hospitalière au Maroc, en vue d'optimiser le système de santé du pays.

    Abstract: Civil society organisations (CSOs) in the Middle East and North Africa (MENA) face mounting challenges, especially in authoritarian states, where they encounter closures, persecution and smear campaigns. Consequently, their crucial work in advancing human rights, good governance and inclusive human development is increasingly stifled and criminalised. Activists and professionals linked to CSOs also endure surveillance and persecution. This should worry European policymakers since a vibrant and free civil society in MENA is in their interest, as it is key for human development. This policy brief proposes seven ways for development cooperation to protect CSOs in authoritarian regimes in the MENA and beyond. European foreign and development policies in the MENA region have led to governmental partnerships that often sustain authoritarian regimes at the expense of citizens' rights, for instance on migration (Francavilla, 2023; Grimm & Roll, 2023). Although substantial humanitarian aid reaches conflict zones, one of the root causes of the continuing political violence and conflicts - absence of accountable democratic governments - remains inadequately addressed (Barakat & Fakih, 2021). To avoid further empowering authoritarian rule in the region, European policymakers should reassess their multi- and bilateral governmental cooperation. The prevalent assumption amongst many policymakers that the incumbent authoritarian regimes in MENA can provide political stability needs to be discarded. The stability paradigm guiding European relations with the Arab World should instead be replaced with a do-no-harm approach. Although 'do no harm' is a core principle of European development cooperation policy, it often is ignored in practice or trumped by other interests (Leininger, 2023). Development cooperation benefitting citizens must prioritise inclusive human development through cooperation with a wide range of actors, including elected state bodies, independent media and watchdog CSOs (Rutzen, 2015). This policy brief develops seven recommendations for European policymakers in development cooperation. The first step is to overcome the prevalent stability-through-cooperation paradigm to prevent further negative effects on human rights, democracy and civil society. Therefore, it is important that European policymakers recognise these authoritarian regimes' unwillingness to implement reforms that would reduce their control over political institutions. Second, it remains crucial that policymakers acknowledge the increasingly shrinking space for critical voices in civil society. Third, governments and regional organisations should give CSOs a voice at international summits and in international organisations to increase the visibility of their demands and show support for oppressed voices. Fourth, European development cooperation professionals should establish flexible crisis funding lines for at-risk CSOs and their staff. Fifth, at-risk journalists, activists or human rights defenders (HRDs) need access to fast-track visa programmes to ensure they can continue their work from abroad when the authorities want to silence them. Sixth, European development cooperation profession-als should continue to support marginalised voices and groups and push for more inclusive governance. Lastly, European governments should limit arms exports to authoritarian regimes.

    Abstract: In a turbulent, unpredictable and hyper-competitive environment, the performance and hence the sustainability of companies are drawing the international community's attention. In Morocco, performance is one of the most desirable objectives, and the path of innovation remains the vast area to be followed in order to boost this performance. In fact, while innovation has long been the preserve of Research and Development departments, the time has come to extend it to penetrate the cash management function as a performance catalyst. In this respect, the integration of artificial intelligence at the heart of cash management will be strategic to sustain the performance of Moroccan companies and maintain their survival. Thus, the objective of this research is to better understand the link between innovative cash management and the corporate financial performance through a rigorous analysis of the literature. In this regard, the findings reveal that artificial intelligence at the service of cash management remains a key springboard for growth. It is proving to be a valuable decision making tool aimed at supporting the development and boosting the performance of Moroccan companies in the national and international economic landscape
    Abstract: Dans un environnement turbulent, imprévisible et hyperconcurrentiel, la performance et partant la pérennité des entreprises éveillent l'intérêt de la communauté internationale. Par ailleurs, au Maroc, la performance se positionne comme l'une des objectifs tant souhaités et le chemin de l'innovation demeure le vaste chantier à emprunter afin de booster cette performance. En effet, si l'innovation a longtemps été la chasse gardée des départements Recherche et Développement, l'heure est venue de l'étendre pour pénétrer la fonction de la trésorerie en vue d'en faire un atout catalyseur de la performance. A ce propos, l'intégration de l'intelligence artificielle au cœur de la gestion de la trésorerie sera stratégique pour pérenniser la performance des entreprises marocaines et en maintenir la survie. Ainsi, l'objectif de la présente recherche est de mieux appréhender le lien entre une gestion de trésorerie innovante et la performance financière des entreprises à travers une analyse rigoureuse de la littérature. A cet égard, les résultats de cette recherche enseignent que l'intelligence artificielle au service de la gestion de la trésorerie demeure un ressort clé de la croissance. Elle s'affirme un outil d'aide à la décision précieux visant à soutenir le développement et stimuler la performance des entreprises marocaines dans le paysage économique national voire international.

    Abstract: Remittances play a very important role in a country's economic growth and development, while at the same time having a substantial impact on improving household well-being at the microeconomic level. This paper uses propensity score matching as an econometric model to assess the impact of remittances on household consumption. The main source of the analysis is the National Survey on Household Consumption and Expenditure (ENCDM) conducted by the High Commission for Planning (HCP) during the period 2013-2014. This method consists of associating each household that has received remittances from a Moroccan Resident Abroad (MRA) with a household with similar demographic, socioeconomic and geographical characteristics but which, for its part, has not received remittances. The results show that there is a significate and positive relationship between remittances and consumption. As an additional income, remittances increase household consumption expenditure which indicates that higher the level of remittances, higher would be the consumption. As a consequence, these remittances decrease household poverty levels.
    Abstract: Les transferts de fonds jouent un rôle très important dans la croissance économique et le développement d'un pays en même temps qu'ils affectent substantiellement, au niveau microéconomique, l'amélioration du bien-être des ménages. Cet article utilise l'appariement sur score de propension en tant que modèle économétrique afin d'évaluer l'impact des transferts de fonds sur la consommation des ménages. L'enquête nationale sur la consommation et les dépenses des ménages (ENCDM) réalisée par le Haut-Commissariat au Plan (HCP) durant la période de 2013- 2014, constitue la source principale de l'analyse. Cette méthode consiste à associer à chaque ménage ayant reçu des transferts de fonds de la part d'un Marocain Résidant à l'Etranger (MRE) un ménage présentant des caractéristiques démographiques, socio-économiques et géographiques similaires mais qui, pour sa part, n'a pas reçu de transfert de fonds. Les résultats montrent qu'il existe une relation significative et positive entre les transferts de fonds et la consommation. En tant que revenu supplémentaire, les transferts de fonds augmentent les dépenses de consommation des ménages, ce qui indique que plus le niveau des transferts de fonds est élevé, plus la consommation est importante. Par conséquent, ces transferts de fonds réduisent les niveaux de pauvreté des ménages

    Abstract: In a globalised environment where uncertainty has become a constant, effective cash management is of crucial importance, especially for businesses which are strongly invited to embrace digital transformation. In this context, the launch of instant transfers on 1 June 2023 will transform the national banking ecosystem and radically modify cash management for Moroccan companies. In fact, due to the novelty of the subject and the resulting lack of literature, this study seeks to bridge the theoretical gap by carrying out a rigorous analysis of the documentation on the subject. The aim is to demonstrate, using an analytical approach, the impact of adopting instant transfers on optimising cash management for Moroccan companies. In this same perspective, the said study mobilises the explanatory power of two theories, namely the theory of transaction costs and the theory of hidden performance costs in order to better understand the contribution of the instant payment mode in reducing costs and stimulating performance. In this respect, the results show that instant transfers represent a real revolution in the national payments landscape. It provides treasurers with a harmonised payment solution designed to reduce costs and improve cash flow visibility. In addition, this instantaneous temporality eliminates cash flow problems by liberating more time for cash managers to concentrate on value-added tasks. The great merit of the following study is to be the first of its kind to address the contribution of instant transfers, recently pioneered by Morocco, in optimising the cash management of Moroccan companies. Thus, the present study provides academic, managerial and socio-economic contributions by broadening research perspectives on other roads to explore. However, it raises certain limits relating to the exploratory study which, due to the novelty of the subject, cannot be undertaken until the end of the transitional period devoted to the instant transfer.
    Abstract: Dans un environnement globalisé où l'incertitude est devenue une constante, une gestion de trésorerie optimisée revêt une importance cruciale pour les entreprises qui sont vivement invitées à s'engager dans la transformation digitale. Dans ce contexte, le lancement du virement instantané le 1er juin 2023 transforme l'écosystème bancaire national et vient modifier en profondeur la gestion de la trésorerie des firmes marocaines. En effet, en raison de la nouveauté du sujet et le manque de la littérature qui en découle, nous tâcherons par la présente étude à combler le fossé théorique à travers une analyse rigoureuse des informations documentaires relatives à ce sujet. Le but est de démontrer par le biais d'une approche analytique l'impact de l'adoption des virements instantanés sur l'optimisation de la gestion de la trésorerie des entreprises marocaines. Dans cette même perspective, ladite étude mobilise le pouvoir explicatif des deux théories à savoir la théorie des coûts de transaction et la théorie des coûts de performances cachés en vue de mieux appréhender l'apport d'un mode de paiement instantané dans la réduction des coûts et la stimulation de la performance. À cet égard, les résultats enseignent que ce nouvel instrument de paiement permet de doter les trésoriers d'une solution de paiement harmonisée visant à garantir la disponibilité des liquidités, réduire les coûts, optimiser le fonds de roulement et améliorer la prédictibilité des flux de trésorerie. Par ailleurs, cette temporalité instantanée évacue les problèmes de trésorerie en libérant plus de temps aux trésoriers afin de se concentrer sur les tâches porteuses de valeur ajoutée. Le grand mérite de l'étude qui suit consiste à être la première dans son genre à traiter la contribution des virements instantanés, récemment lancé par le Maroc, dans l'optimisation de la gestion de la trésorerie des entreprises marocaines. Ainsi, la présente étude se traduit par des contributions académiques, managériales et socio-économiques en élargissant les perspectives de recherche sur d'autres chemins à parcourir. Cependant, elle soulève certaines limites relatives à l'étude exploratoire qui en raison de la nouveauté du sujet ne peut être entamée qu'après la fin de la période transitoire consacrée au virement instantané.

    Abstract: The COVID-19 pandemic has led to a global economic crisis, prompting unprecedented measures to support economies, entrepreneurship, and businesses. This article explores entrepreneurs' perceptions and actions in the face of this challenging situation. A field survey was conducted among 49 businessmen in the Rabat-Salé-Kénitra region of Morocco, impacted by the pandemic. Data were collected using questionnaires and analyzed with the "Nvivo" qualitative analysis tool. Results reveal that entrepreneurs are primarily concerned about the crisis's economic impact on their businesses. The study emphasizes the crucial role of government actions and the necessary measures for entrepreneurs to overcome this situation. The article's purpose is to support analysts in comprehending how companies have responded to the challenges posed by the COVID-19 pandemic, marked by operational hurdles and substantial shifts in consumer behavior.     Abstract: A better understanding of the behaviour of housing systems is essential for being able to develop planning policy interventions that can improve matching households with appropriate homes. Thus, understanding individual housing aspirations is crucial because these aspirations have a significant impact on housing systems. This paper examines generational differences in housing aspirations in light of demographics, lifestyles, and socioeconomic and political factors. It develops and evaluates probit models to a data set comprising 3407 responses in Turkey, an emergent market context. The results suggest that economic factors and lifestyle are affecting individuals’ housing aspirations.

    Abstract: This report is part of an EU-wide project on the social dialogue regarding labour relations during the Covid-19 pandemic. More specifically the report aims to answer the following questions: 1. What public policy and social dialogue measures targeting the selected vulnerable groups were implemented for employment and social protection during the COVID-19 pandemic 2020-2022? 2. To what extent and how did social dialogue play a role in the implementation of social and employment rights of selected vulnerable groups in the COVID-19 pandemic between 2020 and 2022? 3. What lessons and opportunities does the COVID-19 pandemic yield for strengthening social dialogue in the studied countries? In the report, secondary and primary data sources are combined. Labour market and industrial relations analysis largely rely on existing literature. Social policies during the Covid-19 pandemic are based on the Turkish DEFEN-CE Database, which combines multiple sources such as international reports, official documents, reports from trade unions and employers’ organizations, and academic literature. To understand the role of social partners in the defense of vulnerable groups, the report uses 9 semi-structured interviews. 3 Trade Union and 3 Employer Associations from different confederations representing workers and employers across different sectors and sizes are selected to provide a broad range of opinions. Additionally, two NGOs that were quite active during the pandemic and the Turkish Medical Association as one of the most vocal groups and the representative of healthcare sector workers were chosen for interviews. No government officials, either at the local or national level, were willing or able to participate in the interviews. All interviews were analysed using qualitative content analysis based on a DEFEN-CE coding scheme.

    Abstract: Modern companies are called upon to keep pace with the rapid development and change taking place in the field of information technology. Indeed, to fully play its roles, the company is called upon to hire a competent team for its IT function, which masters both the technical and the managerial aspects. However, having a competent IT team is not always easy. Faced with this situation, companies often opt for IT outsourcing practices, entrusting all or part of their IT management to an external, competent and professional company. This article aims to explore the challenges faced by IT service providers (IT suppliers) and enterprises (customers) in managing an IT outsourcing relationship. To this end, we conducted a qualitative case study. Data were collected via semi-structured interviews and analyzed using thematic content analysis. The results highlight a series of challenges that both parties must overcome when agreeing to sign an IT outsourcing contracts. These challenges relate in particular to the agreement of service levels, the contract duration, the type of contract, the decision to invest or not to invest in IT, the cost of the contract, and finally the contractual relationship and risk management linked to the IT outsourcing contracts. This article, from a supplier-oriented perspective, contributes to an understanding of the constraints and stakes of an IT outsourcing contractual relationship, and presents an explanation of the challenges that lead to a successful IT outsourcing contract.
    Abstract: Les entreprises modernes sont appelées à suivre le développement et le changement rapide que connaît le domaine des technologies de l'information. En effet, pour jouer pleinement ses rôles, l'entreprise est appelée à engager une équipe compétente pour sa fonction IT, qui maîtrise à la fois le volet technique et le volet managérial. Or, se doter d'une équipe IT compétente n'est pas toujours évident. Devant cette situation, les entreprises optent souvent pour des pratiques d'IT outsourcing pour confier une partie ou la totalité de la gestion informatique à une société externe, compétente et professionnelle. Cet article vise à explorer les défis que rencontrent les sociétés de fourniture de services IT (fournisseurs IT) et les entreprises clientes dans la gestion d'une relation d'externalisation IT. Pour ce faire, nous avons mené une étude qualitative par étude de cas. Les données ont été collectées via l'entretien semi-directif et sont analysées par une analyse du contenu thématique. Les résultats mettent l'accent sur un ensemble de défis que les deux parties doivent enlever en acceptant de signer un contrat d'IT outsourcing. Ces défis concernent spécialement l'accord des niveaux de services, la durée de contrat, le type de contrat, la décision d'investir ou de ne pas investir dans l'IT, le coût du contrat, et finalement la relation contractuelle et la gestion des risques liés au contrat d'IT outsourcing. Cet article, à travers une perspective orientée fournisseur, contribue à la compréhension des contraintes et des enjeux d'une relation contractuelle de sous-traitance informatique et présente une explication des défis qui mènent vers la réussite d'un contrat d'IT outsourcing.

    Abstract: Kardemir Karabuk Iron Steel Industry Trade & Co. Inc., ranked as the 24th largest industrial company in Turkey, offers three distinct stocks listed on the Borsa Istanbul: KRDMA, KRDMB, and KRDMD. These stocks, sharing the sole difference in voting power, have exhibited significant price divergence over an extended period. This paper conducts an in-depth analysis of the divergence patterns observed in these three stock prices from January 2001 to July 2023. Additionally, it introduces an innovative training set selection rule tailored for LSTM models, incorporating a rolling training set, and demonstrates its significant predictive superiority over the conventional use of LSTM models with large training sets. Despite their strong correlation, the study found no compelling evidence supporting the efficiency of dual-class stocks as predictors of each other's performance.

    Abstract: We measure the impact of retail externalities on the productivity of stores in shopping malls. We focus on (1) retail externalities generated by anchor stores, and (2) retail externalities generated by competing stores. We identify these retail externalities using variations in the composition of stores within shopping malls over time. We use monthly sales data from 1, 170 stores that were located in 9 Turkish shopping malls over 2013-2016. We find evidence for anchor and competition externalities within shopping malls. Both externalities show distance decay effects within the shopping malls. We also find considerable heterogeneity in the impact of the two retail externalities and their distance decay effects across stores from different product categories.

    Abstract: The legitimacy of armed forces in the eyes of civilians is widely recognized as crucial for the success of counterinsurgency. However, the micro-determinants of "military legitimacy" are poorly understood. We argue that perceptions of military legitimacy are shaped by two key dimensions of warfare: just cause and just conduct. Leveraging variation during the battle to liberate the Iraqi city of Mosul from the Islamic State, we evaluate our theory with an iterative mixed-methods design combining household survey data, satellite imagery, and interviews. Civilians living in neighborhoods where counterinsurgents' tactics and strategies reflected less concern for civilian protection view counterinsurgent forces as less legitimate than civilians elsewhere. These results persist after conditioning for personal experiences with harm, suggesting that perceptions are influenced not only by victimization — consistent with previous studies — but also by beliefs about the morality of armed forces' conduct and the cause for which they are fighting.

    Abstract: La crise économique qui s'aggrave en Turquie depuis 2018 et les méthodes de plus en plus autoritaires du président Erdoğan (depuis 20141) et du Parti de la justice et du développement (Adalet ve Kalkınma Partisi – AKP) au pouvoir depuis 2002 conduisent de plus en plus de Turcs à souhaiter une alternance. La plupart des partis d'opposition se sont réunis au sein d'une coalition électorale, l'Alliance de la nation, construite autour d'une candidature commune à la présidentielle et de la volonté d'obtenir une majorité parlementaire. C'est en soi une réussite, car en deux décennies de vie politique dominée par l'AKP, ses opposants, divisés par leur grande diversité idéologique, n'avaient jusqu'alors guère réussi à s'unir. Toutefois, ce rassemblement se fait sur une base programmatique minimale (mettre fin au pouvoir de Recep Tayyip Erdoğan et à son régime présidentiel) et il reste fragile en raison du caractère très hétéroclite de l'alliance.
