    Abstract: This paper aims to study the income distribution and redistribution in Turkey by using a microsimulation analysis. Developing a Turkish tax and benefit microsimulation model allows the analysis of the Turkish public revenue system by using national SILC data. In this research, TRSILC input data have been transformed into a EUROMOD input dataset and included in the EUROMOD model, such that we can test the effectiveness of the Turkish tax and benefit system on data representative for Turkish private households. The aim of this study is to be able to compare the Turkish tax-benefit system with those of other European countries by implementing the same methodology. As a pioneering model, TURKMOD can be essential to assess the of the tax and benefit system on income inequality in Turkey.

    Abstract: Celebrating the centennial of the Lausanne Peace Treaty, signed on July 24, 1923, this article highlights its significance in laying the groundwork for the Republic of Turkey. The Treaty, a turning point in Turkish history, showcased the power of the Nationalist Movement led by Mustafa Kemal to establish an independent and sovereign Turkish state from a fragmented empire. The concepts of sovereignty and independence, foundational principles of the Republic, emerged from this struggle, emphasizing their importance in the Turkish War of Independence. In contrast to other treaties ending World War I, the Lausanne Peace Treaty remains valid and durable, regarded as the "birth certificate" of the Republic of Turkey. Despite criticism from some groups, Turkish people overwhelmingly support the Treaty. Recent questioning of the Treaty's aspects by academic platforms outside of Turkey serves as an opportunity to bring this historical document to the world's attention. The centennial celebrations will underscore the importance of independence and sovereignty in Turkey's history, and any attempts to amend the Treaty are likely to be met with strong opposition from Turkish public opinion.

    Abstract: Following the example of the European regulatory reform Solvency II, the Moroccan insurance sector has been engaged for a few years in a large-scale project called "Risk-Based Solvency". From now on, it takes a new turn since it becomes topical; for good reason: it represents a real challenge in particular in comparison with the current prudential framework, until then in force. The project, which was drawn up in 2017 and is due to be implemented in 2025, is preparing the sector for a major change in its regulation. For the time being, the implementation work is still in progress and the new circular is practically stabilized. Three sets of regulatory requirements will be introduced: quantitative, qualitative and financial reporting. In this paper, we will focus on the second set of requirements, which concerns the organization of insurance and reinsurance undertakings (EAR) and aims at the implementation of four key functions: risk management, audit, compliance and actuarial; in this case the internal risk and solvency assessment (ORSA). The implementation of these regulatory requirements should enable companies to ensure that they are well managed, sufficiently capitalized and able to justify their solvency at any time. This article is a systematic literature review. The objective is to provide a theoretical contribution to this subject in the form of a presentation of the new qualitative aspects of the directive, firstly by providing an overview of Pillar 2 and then by analyzing the interdependence of the key functions relating to risk management and compliance.
    Abstract: À l'instar de la réforme réglementaire européenne Solvabilité II, le secteur marocain des assurances a entamé depuis quelques années un projet d'envergure dit « Solvabilité Basée sur les Risques ». Désormais, il prend une nouvelle tournure puisqu'il devient d'actualité ; pour cause : il représente un réel défi notamment en comparaison avec le cadre prudentiel actuel, jusqu'alors en vigueur. Ce projet, élaboré en 2017 et dont la mise en œuvre effective est prévue pour 2025, prépare le secteur à un changement majeur au niveau de sa réglementation. Pour l'heure, les travaux de mise en place poursuivent leur cheminement et la nouvelle circulaire est pratiquement stabilisée. Trois séries d'exigences réglementaires seront introduites : quantitatives, qualitatives et communication financière. Dans ce papier, nous allons porter un regard sur la deuxième série d'exigences, qui touche à l'organisation même des entreprises d'assurances et de réassurance (EAR) et qui vise la mise en place de quatre fonctions clés : gestion des risques, audit, conformité et actuariat ; en l'occurrence l'évaluation interne des risques et de la solvabilité (ORSA). La mise en application de ces exigences réglementaires devra permettre aux entreprises de s'assurer qu'elles sont bien gérées, suffisamment capitalisées et en mesure de justifier à tout moment leur solvabilité. Cet article est une revue de littérature systématique. L'objectif est d'apporter une contribution théorique sur ce sujet sous la forme d'une présentation des nouveaux aspects qualitatifs de la directive en explicitant, dans un premier temps, une vue d'ensemble sur le Pilier 2, puis en analysant l'interdépendance des fonctions clés relatives à la gestion des risques et à la conformité.

    Abstract: This paper aims to revisit the pace and patterns of structural change in Morocco with a renewed perspective focusing on subnational trends to document the macro patterns. In that perspective, we first build a within-country sectoral longitudinal dataset covering employment and value added (VA) that expands the international databases mostly used in the literature. Based on this novel dataset, our results shed light on the different contributions of subnational units (regions) to labour productivity growth and, subsequently, structural change.

    Abstract: This paper provides a comprehensive analysis of the supply and demand side of structural transformation in Turkey. Using the GGDC/UNU-WIDER Economic Transformation Database, we find that labour productivity improvements explain more than half of economic growth in the period 1980-2021. This is mainly thanks to within-sector productivity improvements, while the contribution of structural change declines over time. Time-series regression analysis shows that structural change is driven by per capita income growth and financial openness but is halted by trade integration.

    Abstract: We estimate the individual returns to temporary migration programs using a randomized experiment with several thousand job seekers in India applying to guest worker jobs in the United Arab Emirates (UAE). Working with construction companies and the UAE Ministry of Labor, we randomized job offers to potential migrant workers at recruitment sites. We measured effects on labor market outcomes, well-being, social relationships, and work satisfaction, as well as on labor intermediation costs, assets and debt. We find that workers who received the randomized offer experienced 30% higher earnings, and those who take up the offer to migrate to the UAE doubled their compensation. However, they also paid substantial upfront costs to labor intermediaries, financed by additional debt, that reduced take-home pay by about 10%. Migrants also reported a significant fall in subjective well-being, driven by increases in physical pain, effort, and heat. There were no significant effects on loneliness or other dimensions of well-being. Our finding of negative effects on well-being is consistent with the large share of workers offered jobs who did not migrate to the UAE. Extrapolating using a linear marginal treatment effects framework to workers who decline the UAE job offer, we find large and positive pecuniary returns to migration, even including intermediary fees, but even larger non-pecuniary costs.

    Abstract: Bu yazı, 24 Temmuz 1923'te imzalanan ve 100. yıldönümünü kutladığımız Lozan Barış Antlaşması'nın Türkiye Cumhuriyeti'nin temellerinin atılmasındaki önemini vurgulamaktadır. Türk tarihinde bir dönüm noktası olan bu Antlaşma, Mustafa Kemal liderliğindeki Milliyetçi Hareket'in parçalanmış bir imparatorluktan bağımsız ve egemen bir Türk devleti kurma gücünü gözler önüne sermiştir. Cumhuriyetin temel ilkeleri olan egemenlik ve bağımsızlık kavramları, bu mücadeleden doğmuş olup, Türk Kurtuluş Savaşında önemli yeri bulunmaktadır. Birinci Dünya Savaşı'nı sona erdiren diğer antlaşmaların aksine, Türkiye Cumhuriyeti'nin "doğum belgesi" olarak kabul edilen Lozan Barış Antlaşması, geçerliliğini ve kalıcılığını korumaktadır. Bazı kesimlerin eleştirilerine rağmen, Türk halkı ezici bir çoğunlukla Antlaşmayı desteklemektedir. Son dönemde Antlaşma'nın bazı yönlerinin Türkiye dışındaki akademik platformlarda sorgulanması, bu tarihi belgenin dünyanın dikkatine sunulması için bir fırsattır. Yüzüncü yıl kutlamaları, Türkiye'nin tarihinde bağımsızlık ve egemenliğin önemini vurgulayacak ve Antlaşmayı değiştirmeye yönelik herhangi bir girişim, muhtemelen Türk kamuoyunun güçlü muhalefetiyle karşılaşacaktır.
