    Abstract: An examination of the public pension and social security schemes in Pakistan reveals that the provision of regular pensions is limited to formal sector employees only. A number of social security schemes that are operational in the public and private sectors cover a small proportion of old-age population, whereas a significant proportion of the elderly population working in the informal sector remains largely unprotected by social security schemes. As such, the challenge of meeting the needs of the increasing elderly population demands an improvement of the support base and social security system in Pakistan that emphasises the need to implement reforms of public pensions and programmes of social protection. Efficient deployment of resources and improvement of the governance structure are needed for effective welfare of the eligible sub-group of the elderly and the economically disadvantaged population.

    Abstract: O trabalho apresenta os resultados de uma análise exploratória, que busca medir possíveis impactos de uma redução precoce da capacidade funcional na oferta de força de trabalho brasileira. Essa tarefa foi dificultada pela falta de informações. A estratégia utilizada foi usar dados de registros administrativos sobre concessão de benefícios do Regime Geral de Previdência Social (RGPS) do Ministério da Previdência Social e do Suplemento de Saúde da Pesquisa Nacional por Amostra de Domicílios (Pnad) de 1998 e 2003. Segundo a Organização Mundial de Saúde (OMS), trabalhadores em envelhecimento são aqueles com mais de 45 anos de idade. Acredita-se que a partir dessa idade, a capacidade funcional tende a se reduzir na ausência de medidas preventivas e condições de trabalho adequadas, o que pode resultar em uma saída precoce da força de trabalho. Os resultados não apontam para uma tendência de aumento nas saídas precoces da força de trabalho devido à morbidade ocupacional. Sugerem mudanças no seu perfil. No entanto, as transformações no mercado de trabalho associadas às demográficas, tais como o envelhecimento populacional e a maior participação da mulher no mercado de trabalho, na ausência de avanços médicos e tecnológicos que permitam uma melhor adaptação do trabalhador ao processo produtivo, podem resultar em aposentadorias precoces The paper presents the results of an exploratory analysis about possible impacts of early reduction of individuals? functional capacity on the Brazilian labor force, specifically on early retirement. This task has been difficult due to the lack of information. An exercise was done using data from administrative registers on benefits concessions from the Social Security Ministry (Regime Geral de Previdência Social - RGPS) and from the Health Supplement of the National Household Survey (Pesquisa Nacional por Amostra de Domicílios - Pnad) for the years of 1998 and 2003. According to the World Health Organization (WHO), aging workers are those with 45 years of age or plus. It is assumed that over this age, functional capacities tend to reduce in the absence of prevention measures and adequate work conditions and result in early retirement of the labor force. The results do not point to a trend of increase on early retirement due to occupational morbidity. They suggest changes in its profile. Nevertheless, it is expected that transformations in the labor market associated to demographic ones, such as population aging and increase in women participation in economic activities, in absence of medical and technological advances that allow a better adaptation for the worker to the new demands of the productive process, may result in early retirement.
